ADVISORY BOARD ON AGING
Minutes
June 12, 2012

The meeting was called to order at the Central Orange Senior Center by Chair Heather Altman.
The minutes of the May 8 meeting were approved following the motion made by Keith Cook and
the second by Alex Castro.
In her Director’s Report Janice Tyler announced that she has been asked to participate in the
Orange Person Chatham (OPC) local mental health entity’s County Advisory Council. She
asked retired OPC Medical Director Donna Prather to give a brief summary of the transition
from OPC Mental Health to OPC Community Operations Center (OPC-COC) with Piedmont
Behavioral Health. Ms. Prather stated that the intent of the merger is cost-savings that can
compensate for the loss of funding for services. Ms. Tyler highlighted the Department on Aging
recent activities including the Fifth Year Anniversary celebration of the Seymour Center, the
fourth annual Community Resource Fair at University Mall, and the Master Aging Plan
celebration where the Capstone Team students were honored by the Advisory Board members
for their outstanding contribution.
Kathie Kearns distributed the Home and Community Care Block Grant Funding budget summary
for FY 2013. Ms. Tyler noted that the Board of County Commissioners favorably reviewed the
Department on Aging’s proposed budget that included this funding at their previous week’s work
session. The County’s Capital Improvement Project budget includes funding for a Seymour
Center generator. She also stated that Nantucket Grill had submitted the sole bid for the Senior
Lunch Program catering contract for FY13. That contract will be considered by the BOCC at the
June 19 meeting. Ms. Tyler added that the Senior Lunch program receives a great deal of
financial support from Orange County and the Towns of Carrboro, Chapel Hill, and
Hillsborough. The Chair asked that the Advisory Board receive quarterly updates on the Senior
Care Adult Day Health Program.
Janice Tyler reported that Heather Altman’s name had been submitted for reappointment to the
Advisory Board on Aging. Four Department on Aging staff persons will be attending the NC
Conference on Aging in September. This will conflict with the regular Advisory Board meeting
date of September 11. It was decided that the meeting will be rescheduled for Thursday,
September 13 at the Central Orange Senior Center.

Mary Fraser reported that two UNC Masters of Public Health students who are part of next
year’s Capstone Team are interning at the Department on Aging this summer. These students
will accompany Janice Tyler as she interviews the members of the MAP Steering Committee
whose agencies have specific roles in its implementation. In these conversations the goal is to
identify activities that can be undertaken without additional resources in this first year and those
for which additional resources will be needed in Year Two. She proposed that a MAP
Management Team meeting be held in July. Ms. Fraser will electronically survey the Team
members to select the date. She also reviewed the grid she had developed to align the
implementation strategies with the Department on Aging’s program divisions or the Aging
Advisory Board. The Management Team meeting will be used to prioritize those items assigned
to the Board for implementation during the next two years. The MAP Steering Committee will
reconvene in September and an initial progress report is planned for the County Commissioners
in the fall. Jan Wells requested that links to other County Departments’ strategic plans be
provided to the Committee, where available.
Leo Allison reported on behalf of the Friends of the Central Orange Senior Center that proceeds
from their fundraising efforts were used to buy additional dishes and a storage barn as well as
pay for staffing at the Senior Center two evenings per week. The Friends’ planning meeting for
next fiscal year will be held the following Monday. Janice Tyler reported that Walter Mack was
elected the president of the Friends of the Seymour Center at their recent annual meeting. Staff
is currently meeting with that Board to determine the level of support for FY2013.
Heather Altman announced that the Administration for Community Living, which includes the
Administration on Aging, has made $50 million available for Community Resources
Connections (CRC’s) nationwide. This funding could continue the support for the part-time
Chatham-Orange CRC Project Manager. Discussion followed on the challenges with measuring
the impact that CRC’s have made in service delivery. Keith Cook requested a list of the 24
agencies that are currently members of the Chatham-Orange CRC.
Ed Flowers informed the Advisory Board that Britthaven of Chapel Hill has discharged its last
patient. No announcement has been made about the facility’s future. Jeane Suddarth stated that
the Senior Tar Heel Legislature is developing a resolution that supports insurance discounts for
defensive driving class graduates. The State Employees Credit Union is working with the NC
Division of Aging on this issue.
There being no further business, the meeting was adjourned.
