HomeMy WebLinkAboutAging Board minutes 101309 1 ORANGE COUNT ADVISORY BOARD ON AGING Minutes October 13, 2009 PRESENT: Leo Allison, Heather Altman, Peggy Cohn, Mary Frazier, Steve Lackey, Haryo Marsosudiro, Thelma Perkins, Fred Schroeder, Jan Wells, Steve Yuhaz EXCUSED: Jan Wassel STAFF: Kate Barrett, Kathie Kearns, Jerry Passmore The meeting was called to order at the Seymour Center by Chair Steve Lackey. His announcements included the Community Resource Connection Summit, RSVP’s Recognition Luncheon, and Harvest Moon Dance sponsored by the Friends of the Senior Center for Central Orange. He welcomed Mary Frazier who is interested in being appointed to serve on the Advisory Board on Aging. Heather Altman gave a summary of Piedmont Health Services’ PACE program, an all- inclusive home care service for low-income seniors. She reported that the program, initiated in Burlington, is scheduled to expand to Orange County in the near future. Haryo Marsosudiro invited Board members to attend the Harvest Moon fundraiser this Saturday sponsored by the Friends of the Senior Center for Central Orange. The Friends are also planning a fundraiser trip to Myrtle Beach the first week of December. Their annual Blue Ridge Parkway excursion will take place at the end of this month. Jerry Passmore reported on behalf of the Central Orange Adult Day Health Center that the plans for the kitchen renovations necessary to increase the daily attendance have been finalized and the contractor should be completing work soon. He listed other improvements that are scheduled for the Central Orange Senior Center. Leo Allison stated that no meeting of the Sportsplex Advisory Committee had been held since his last report. One issue for that Committee’s consideration is the use of the grounds surrounding the Sportsplex for events, such as fishing in the pond. Heather Altman reported that the September meeting of the TJCoG Area Agency on Aging Advisory Council was cancelled due to a schedule conflict with a regional event. Haryo Marsosudiro summarized the process by which a new Senior Lunch Program caterer was selected for recommendation to the Board of County Commissioners at their November 5 meeting. Jerry Passmore added that the Food Service Innovations Committee was excited about the prospect of having a local caterer provide the noon meals. The food will be prepared at Nantucket Grill’s Farrington Road location. Included in future menu planning will be a date each month when birthday’s will be 2 recognized and a cake provided in addition to the approved menu. The new caterer will begin service on November 2, operating with a purchase order. Orange County will receive almost $18,000 in ARRA stimulus funds to expand the noon meal program. The Committee also wanted to secure a caterer who was located close to the Senior Centers. Another consideration was the ability to purchase local foods for preparation. One federal requirement is that $.60 of each meal’s raw food must be spent on US products. In order to conserve meals, the Senior Centers implemented a reservation system on September 1. Persons without reservations can place their name on the waiting list and are usually accommodated by meals from no-shows. A concern was expressed about non-eligible folks wanting to eat at the Centers. Mr. Passmore spoke about selling meals to staff and other guests. The Committee’s second caterer choice was Breadman’s. However, their per-meal bid was higher. The proposed catering contract will be through June 30, 2010 with the option to extend for another year. Steve Yuhaz asked about the original plan to prepare meals in the Seymour Center kitchen. Mr. Passmore responded that Batemans proposed to use this facility but that cost was higher than food prepared off-site. Discussion followed on other uses for the Seymour Center kitchen. Questions were also raised about income eligibility and the average amount of donations per meal. Mr. Passmore added that disabled individuals under 60 years of age are eligible to participate in the program with proper documentation. Steve Lackey asked about the impact that the transfer to the new caterer will have on the County’s two Meals-On-Wheels programs. Jerry Passmore responded that each program has a contract in effect through Spring/Summer, 2010. He has mentioned this possible future need to the Nantucket owner. He summarized the current preparation and packaging system for the home-delivered meals. The minutes of the September 9 Advisory Board meeting were approved as distributed following a motion by Fred Schroeder and a second by Heather Altman. Leo Allison made a motion that Steve Lackey be elected to another term as Chair. Heather Altman provided the second. Motion carried. Steve Lackey nominated Fred Schroeder for the office of Vice-Chair. Leo Allison provided the second. Motion carried. Mr. Schroeder reminded the Advisory Board that his term expires in June, 2010 and he is not eligible for reappointment. Heather Altman presented a summary of the development of the Community Resource Connections (CRC) project for Orange and Chatham counties. She stressed its three-fold purpose of promoting awareness, assistance, and access. Plans have been made to hold a public introduction of this initiative to the communities to be served in November. Kate Barrett informed the Advisory Board that the State Division of Aging and Adult Services has focused its CRC planning efforts on strengthening existing agencies’ collaborative efforts, rather than co-locating. The concept of ‘no wrong door’ will mean that individuals in need will not have to approach numerous agencies to receive assistance. The service-delivery system will focus on the person instead of the program. UNC Health Care is a major partner in this effort to provide person-centered service. Current recipients of service are completing anonymous surveys that the Division of Aging will use to measure the baseline satisfaction with service. Follow-up surveys will 3 be distributed at a later date to measure improvement. Questions were raised about the case management, information sharing, and referral processes for this multi-agency system of service. Jerry Passmore indicated that a presentation about Community Resource Connections will be made to the Board of County Commissioners at an upcoming meeting. He invited all Advisory Board members to attend a State-sponsored forum on Community Resource Connections in Greensboro on October 28. Transportation will be provided. Jerry Passmore announced that the State Division of Aging Director Dennis Streets will bring a delegation from the Administration on Aging to visit the Central Orange Senior Center on the afternoon of October 29. Heather Altman invited those present to a Chatham-Orange CRC meeting on October 21 at 1:30 in the Carol Woods Assembly Hall.
