ADVISORY BOARD ON AGING
Minutes
May 14, 2008
Present: Jack Chestnut, Diane Henderson, Mary Ann Peter, Jerry Kruter, Fred
Schroeder, Ellen Ozier-Hayes

Chair Jack Chestnut called the meeting to order at the Central Orange Senior Center. The
Advisory Board on Aging formally thanked the Board of County Commissioners for the
volunteer board gifts. Mr. Chestnut mentioned the first anniversary celebration for the
Seymour Senior Center to be held May 28, 2008. The recognition of the artist of the
artwork in the courtyard will be held at 12:45 p.m. during this celebration. He mentioned
the public hearing of the Orange County Comprehensive Plan scheduled for May 19,
2008 7:00 p.m. at the F. Gordon Battle Court House, Hillsborough. Jerry Passmore
suggested that members go to the county Planning Department website to view all aging
aspects of the plan.
Jerry Passmore and Jack Chestnut introduced Ms. Alvonia Baldwin, the new Adult Day
Director. Her first day was May 14, 2008. Mr. Passmore mentioned her background is in
Recreational Therapy and was a activity coordinator various long term care facilities.
Mr. Passmore presented the Older Americans Month Proclamation to be presented to the
Board of County Commissioners on May 20, 2008. Fred Schroeder stated he might
attend the meeting. Mr. Passmore stated this proclamation is in recognition for older
adults and members of the Aging Board. He also wanted to mention Alice Gordon has
been the Aging Board representative. Mary Ann Peter stated that older Americans had
contributed using past tense statements but should be stated that we should start counting
ages for future reference. Jerry Passmore mentioned he would try to modify the
statement and that older adults are a critical resource for the county as well as the state
right now as well as the future.
Mary Ann Peter made the motion to approve the minutes from April 9, 2008 Advisory
Board on Aging minutes and Jerry Kruter seconded. Motion carried.
Jack Chestnut presented the group with plans of the Corbinton Commons, planned senior
community in Hillsborough. He mentioned this is a 50 + community with assisted living
and CCRC on site similar to Galloway Ridge in Chatham County. Fred Schroeder
questioned if this is similar to Carol Woods. Mary Ann Peter mentioned how confusing
this development is due to the two separate developed areas. Jack Chestnut stated the
completion date is slated for three years.
Jerry Passmore discussed the relocation of the Inter-Faith Counsel Men’s Shelter. The
new location will be on the corner of Homestead road and Airport-MLK Blvd, former
site of Duke Power and close to the bus stop. Diane Henderson stated that the day

programs for Seymour Center may determine if issues arise from the location of the
Shelter. Jack Chestnut stated that IFC was looking for a site for the soup kitchen. He
also stated that the Advisory Board on Aging might have to issue a formal stance about
the location of the shelter. Mary Ann Peter stated that there should be contact numbers if
issues arise. Ellen Ozier-Hayes stated that the 2011 Mental Health reform might solve
some of the problems.
Jerry Passmore presented a handout concerning dental care in long term care facilities
and the implementation of a star rated system. The star rated system was passed in 2007.
Diane Henderson stated that members should write letters to legislators with concerns
regarding these issues. Fred Schroeder asked if other states have a similar policy in
place. Jack Chestnut made a motion to support the 2008 State Legislative Issues in
Aging with a second from Fred Schroeder. Motion carried.
Jerry Passmore provided the board with a handout concerning AARP’s Issues Briefing
and NC Coalition on Aging. He stated that mixed populations (younger mentally ill) are
being placed in long-term care homes. If done, there should be appropriate staff training
to ensure residents would be properly cared for and security of residents.
Mr. Passmore gave an up-date on the Master Aging Plan. He is preparing the report with
any work done under each first year priority to easily identify any progress on the item.
The draft report is being prepared and hopefully distributed at the June meeting. Mr.
Passmore stated that there should be a schedule of open forums to discuss and inform the
public about legislative issues as a MAP priority objective. Jack Chestnut requested that
Jill Passmore or a representative from AARP help with the public forums. Mary Ann
Peter stated that Alice Gordon should support this and provide feedback from the BOCC.
Fred Schroeder made a motion to conduct public informational forums regarding
legislative issues with a second from Diane Henderson. Motion carried. There was some
discussion what time of day to conduct these sessions.
Jerry Passmore recognized the retiring Advisory Board On Aging members. Jack
Chestnut and Mary Ann Peter stated that the board should start thinking of key people to
be selected to the Board. There were potential people named that the board should
contact regarding recruitment to the Advisory Board on Aging. There should be
representatives from Hillsborough and Chapel Hill.
Mr. Passmore gave his Director’s report. He stated that agencies should work together to
accomplish client’s needs. He also stated that there is a potential grant that would assist
in accomplishing this. He discussed the joint ADRC (Aging and Disability Resource
Connections) grant application being prepared between Chatham and Orange Counties.
This would promote connectivity concerning web sites, communication, and information
sharing between agencies. Being no further business, the meeting was adjourned.
