BACKGROUND: The Clerk's office has received the recommendations for appointment from
the Economic Development Commission for Lilyn Hester, Chris Hogan, Tany McKnight, and Jim
Evans. All appointees would be serving first full terms.

Dear Donna:
As you know, the Orange County Economic Development Commission has several
vacancies. While there are many seemingly qualified candidates, we respectfully
request consideration of the following individuals for appointment:
Lilyn Hester - Lilyn previous served two full terms on the EDC and was
one of our most diligent meeting attendees and supporters. Her youth
and enthusiasm were infectious and we'd like to have that again.
Chris Hogan - We have been holding open a slot for a farmer since Russ
Seibert's health forced his retirement. Chris was a member of the Ag
Center Work Group and is an effective advocate for farming in Orange
County.
Tony McKnight -Tony works for the Regional Partnership Workforce
Development Board as a Business Specialist serving Orange County.
His duties include meeting regularly with local businesses to assess their
workforce needs and he would bring good information to our attention.
Jim Evans -Jim is currently a commercial lender with Harrington Bank.
Previously, .)im worked with the Rural Center micro lending program. Hi;
expertise in operating a revolving loan program would be invaluable as
we revive the Orange County Small Business Loan Program,
These recommended individuals would all be filling at•large slots; Chris Hogan would fill
the vacant farmer position and the other three would replace two resigned members
(Susan Lombardo and Ruffin Slater) and Eric Tillman, whose term ends June 30.

I lived among the poor for a number of years and seen and experienced the needs of the
people, I wrote letter to the White House, Washington DC, to the Presidents, since
1989. I wrote packets on the Economical Exigency, Social Welfare, and Political
Promulgation, With the Economical Exigency I began with the Taxes, the Tobacco
Issues, the Social Security Retirement Issues, the economy and taxes and the Social
Security Reform for Mexicans, With Social Welfare I began in 1989 with Welfare reform,
Education, Jab Training, Childcare, Medicare and Medicaid and the Social Security
Retirement Issues, In Political Promulgation, I wrote packets on the Economy, a Clinton
Goodbye Note, the Nations' Surplus, the US and the Leaders in Stamping out terrorism,
the Removal of Saddam, the Social Security Reform for the Mexicans, and I recently
wrote on the Immigrants on April 19, 2006. In my volunteer writings to the government
the needs of the nation and its people I have helped people from the poorest to the
wealthiest, This has given me great pleasure seeing programs being put in place to help
a wide scope of people from the least to the greatest, The Presidents wrote me back
and asked me to stay involved, I now say it is time far me to reach into the depths of the
