BACKGROUND: On .June 27, 2006, the Board of County Commissioners authorized the Planning and Economic Development staff to begin a process to develop a Small Area Plan far an area in and around the Orange County Speedway, including a ga-cart track, an asphalt plant, and a bedrock quarry. Since that time staff has sent letters of invitation to property owners in the study area and to representatives of Person and Durham County to review the intent and process for this project. Two neighborhood meetings have been held on July 13 and August 3 to solicit interest in the task force and to begin to identify issues, opportunities and constraints, and a vision for the study, The purpose of this taskforce is to discuss the issues surrounding the passible establishment of a new zoning and land use district/designation for the area along NC Hwy 57. The taskforce will address local nonresidential and owners' concerns pertaining to existing non-conforming and future land uses as well as expand rural economic development opportunities within the area. The area is bounded on the north by the Person County line and on the east by the Durham County Tine and contains approximately 700 acres, but may change in area depending on Task Force input. FINANCIAL IMPACT: No County financial impact at this time with human resources being used from existing department staffs. Summary of Neighborhood Meeting Citizen Comments ~~ Issues Comments Development More information on what is going on at the Speedway, but would like to keep things as they are. • Enough development. • Residents are not interested in getting used to something new. Major safety hazards Noise and traffic are of great concern. • Traffic is a problem. • Large trucks and R.V,s cannot access the existing commercial properties and have to park along the highway and create more problems. • The Speedway, during race days, generates excessive traffic from the site, many drunk drivers who often speed and litter the roadside • The noise during the races is unbelievable and a real nuisance to the point that people cannot sleep during night racin times. Soils Study Area soils do not percolate well, • There are no new acce table ercolation sites. Speedway/Go-Carts What do the racetrack owners want? • Go-Cart owners would like to see other opportunities. • They would like to find out what would be acceptable and work with Orange County to accomplish those 0 ortunities. Ground Water Water quality is a problem in the area, • The well water is very bad and many of the area wells have a red color roblem. Opportunities and Constraints Comments Traffic Improvements • Does change to commercial zoning create a district that might require a widening of NC 57? • Widening NC 57 would cause great problems because many well and septic systems are located very close to the road, • Development might not require widening, but it could facilitate other improvements such as left turn and de- celeration lanes. • Any road improvements will be on the developer's property, Orange County will not condemn property for road improvements to widen NC 57, It will not be a County initiative. New Businesses Businesses with low water usage could be welcomed. • Businesses, which are complimentary to the Speedway, could be acceptable. • The stora e facilit would be oka if nothin than es. Summary of Neighborhood Meeting Citizen Comments Water Water, traffic, and the lack of good sails for percolation are the major constraints far any future development, • The quarry causes water problems. Vision Statements Comments Rural Character Keep the area rural and agricultural. • Except for cable service and something other than dial up Internet service, no new services are desired. • No new develo ment is necessa ,leave it like it is.
