PURPOSE: To authorize the Chair to sign a letter to Cardinal Innovations Healthcare in support
of Club Nova’s capital request for $2.5 million from Cardinal Innovations Healthcare to assist in
the construction of a new, expanded clubhouse facility.
BACKGROUND: Club Nova is a nonprofit agency dedicated to serving individuals who have a
serious mental illness. Club Nova operates using an evidence based clubhouse model to
provide employment, education, support, and recreation programming for its members. The
agency also operates a thrift shop which provides training to members and generates revenue
to support the clubhouse.
Club Nova is currently housed in a renovated, single family millhouse in Carrboro. Club Nova’s
staff has reported problems with the building’s foundation, roof, heating and cooling systems,
accessibility, and overall capacity. As a result, Club Nova has initiated a capital campaign to
raise funds for a new facility. The campaign is for a 9,500 square foot facility that would
increase program capacity and provide a fully functional and accessible space for the program.

In addition to private donations, Club Nova is requesting $2.5 million in capital funds from
Cardinal Innovations Healthcare to construct the new facility. Club Nova’s staff requested a
Letter of Support from the Board of Orange County Commissioners (See Attachment). This
abstract authorizes the Chair to sign the Letter of Support on behalf of the Board.
FINANCIAL IMP ACT: No financial impact is associated with authorizing the Chair to sign the
Letter of Support.

SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:

The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Chair to sign
a Letter of Support (See Attachment) to Cardinal Innovations Healthcare supporting Club Nova’s
request for capital funding.

On behalf of the Board of Orange County Commissioners, please accept this letter in support of
Club Nova’s request for $2.5 million in capital funding to construct a new facility. This investment
would allow Club Nova to expand its cost effective, evidence based clubhouse model to serve
more County residents with severe and persistent mental illness.
Club Nova represents an important part of the compendium of mental health services available in
Orange County. Club Nova’s programming allows their members to return to employment and
education, maintain homes, obtain stable healthcare, and build meaningful and lasting
relationships.
The Board of County Commissioners has recognized the importance of Club Nova’s services by
directing over $160,000 in operating funds to Club Nova this fiscal year. In addition to this direct
financial support, the Board recognizes that Club Nova offers a cost effective service model that
reduces expensive emergency room visits and hospitalizations and as well as potential
incarcerations that may result from mental health crises. Club Nova estimates that the expanded
facility will produce a positive return on investment of approximately $1.8 million compared to
these more expensive alternatives.
