PURPOSE: To consider making appointments to the Economic Development Commission.
BACKGROUND: At the June 2, 2004 Board of Commissioners Meeting, as part of discussions an the
expansion of sewer and/or water utilities to the Buckhorn Economic Development District (EDD), the
need for the completion of a comprehensive small area plan for the Efland area was identified. This
Item requests the formation of a task force to work with Planning and Inspections Department Staff to
develop a draft small area plan far the Efland/Mebane area.
At the May 22, 2006 Quarterly Public Hearing, the BOGC and Planning Board heard a staff presentation
on the draft EMSAP. Several EMSAP Task Force members were in attendance.. No public comments
regarding the EMSAP were presented at the Quarterly Public Hearing,. The BOCC moved to refer the
EMSAP to the Planning Board for its review and comment at the .lone 7, 2006 regular meeting with the
intent of placing the draft plan on the .)one 27, 2006 BOCC agenda for adoption consideration.
The Planning Board considered the draft EMSAP at their regular meeting on June 7, 2006, The
Planning Board unanimously voted to recommend approval of the draft plan with the following
comments:
1. Particular attenticn should be paid to water and sewer issues, (Staff Note: the context of this
comment was that economic development activities should be a priority, especially in areas
designated EDD [Economic Development District]).
2. In the Executive Summary, the second bullet item under "Housing" related to designating the
planning area as a passible TDR Receiving Area should be removed.
The BOCC approved, on June 27, 2006, adopted the Efland-Mebane Small Area Plan (SAP) and a
small Focus Group to assist Staff in coordinating implementation of the Plan. The charge of the Focus
Group will be to assist County Staff in implementation measures, as identified in the adopted Small Area
Plan.. This will include having input into prioritization of implementation measures, who should undertake
writing and/or formulating the measures, and how measures should be implemented. The BOCC will
retain final decision-making authority over implementation measures. The Focus Group's role will be
advisory in conjunction with County Staff..

FINANCIAL IMPACT: Costs of appointing and facilitating the Focus Group can be accomplished
using existing County Staff. Costs of realizing all recommendations in the adopted SAP have not been
quantified and will depend somewhat on how implementation will be accomplished.
