PURPOSE: To receive a quarterly update from GoTriangle on the status of the implementation
of the Orange County Transit Plan and more specifically on the status of the Durham - Orange
Light Rail Project. This quarterly update is prescribed by the Cost Share Agreement between
Durham County, Orange County, and GoTriangle.
BACKGROUND: On April 27, 2017, the Board of Orange County Commissioners adopted the
Interlocal Cost Sharing Agreement for the Durham - Orange Light Rail Transit Project as well as
the Orange County Transit Plan. These agreements allowed GoTriangle to provide updated
financial information to the Federal Transit Administration (FTA) in support of GoTriangle's
application to enter the engineering phase of the Durham - Orange Light Rail Project. On July
28, 2017, GoTriangle received approval from the FTA to enter the New Starts Engineering
phase of the Capital Investment Grant Program. This project is now underway, and the
engineering component of the project is expected to reach the fifty percent (50 %) completion
milestone in February.
The Cost Sharing Agreement requires GoTriangle to provide quarterly reports to the FTA,
Durham County, Orange County, and the Durham - Chapel Hill - Carrboro Metropolitan Planning
Organization (DCHC MPO). This quarterly report will update the Board on Transit Plan
implementation activities, contracting agreements that are in place for the Durham - Orange Light
Rail Transit Project, the status of funding sources for the light rail project, and the Transit
Oriented Development (TOD) planning work that is currently underway.
FINANCIAL IMPACT: No direct financial impact is associated with the project update. The
maximum Durham - Orange Light Rail Transit Project budget was established when GoTriangle

was approved to enter engineering. The Board has approved the addition of one station in
downtown Durham, but this addition must be accommodated in the current project budget.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item. Public Transportation provides opportunity for access to jobs and services to many
individuals.

The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
RECOMMENDATION(S): The Manager recommends the Board accept the quarterly update on
the status of the Orange County Transit Plan and the Durham - Orange Light Rail Project.

• We are seeking $247 million from North Carolina
and roughly $102.5 million from other sources.
• At entry to Engineering, contingency was $531
million, which includes $168 million unallocated.
• GoTriangle carefully manages financial risk
through its FTA mandated Risk and Contingency
Management Plan.

certain right of way acquisition activities (ROME).

infrastructure in sustainable and equitable ways.

Governments hosted opportunity summit on 2/6.
• Work with consultants and stakeholders is

Public Involvement
• GoTriangle hosted a very successful visioning
workshop at the Hayti Heritage Center on 1/16.
• Due to inclement weather, Chapel Hill workshop
will be rescheduled with details to come.
• GoTriangle public involvement team continues to
track and respond to stakeholder inquiries in
accordance with the Public Involvement Plan.
