PURPOSE: To consider making an appointment based on the attached recommendation to the
Commission for the Environment.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (position #1) "At- Large" for Jody Eimers expiring

• Appointment to a first full term (position #10) "At- Large" for Laura Doherty expiring

The Commission for the Environment (CFE) currently has one vacancy ( #3) reserved for
a person with expertise in land resources. In addition, the terms of two additional
positions on the CFE ( #1 and #10) will expire at the end of December. The members
currently filling those positions are not eligible for re- appointment since they have
completed two full terms on the CFE.
The CFE Membership Committee (Chair & Vice - Chair) has reviewed the current list of
applicants and recommends the appointment of Ms. Jody Eimers to position #1 (At
Large). The CFE would greatly benefit from the extensive professional experience of
this applicant.
Once this position is filled, one vacancy will remain, and the additional position listed
above will also become vacant in January; however the committee does not recommend
appointing any of the other applicants at this time. CFE members prefer to recruit
other qualified applicants to fill remaining vacancies. The CFE anticipates having a

Please list /explain your experience, either professionally and /or from other
boards /commissions that you have in the areas of budget, personnel, and management.
My 34 years of employment with the U.S. Geological Survey included 3 years as a Supervisory
Hydrologist in New York, and 3 years as Staff Assistant for Special Issues and 4 years as Chief
of Staff in the USGS Water Mission Area. These positions involved advising and making
decisions about budget, personnel, and management.
In addition to the experience listed in the question above, please list the work /volunteer
experience /qualifications that would add to your expertise for this board.
At present I am Scientist Emeritus in the USGS Office of International Programs. In this role I
travel internationally to present how local, State and U.S. Federal governments contribute to
monitoring, analyzing, and managing water resources, and to learn how other nations approach
these governmental roles.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
It is my view that water resources are a public good. If I were to serve on the OWASA Board of
Directors, I would hope to improve upon OWASA s excellent tradition of public outreach and
engagement.
What is OWASA's role in growth /development issues?
It is my view that OWASA plays a leadership role in growth /development issues. OWASA is
responsible for ensuring that governmental regulations are met, and for ensuring that the public
has a say in valuing the status and trends of water quality and environmental health.

Background, education and experience relevant to this board:
Educated in Civil Engineering and Construction Management; served in the USArmy Corps of
Engineers (Veteran); over 30 years experience in construction project and company
management, including both commercial and residential components; served as a housing code
enforcement officer for the Town of Chapel Hill; managed 54 low income rental housing
dwellings in Orange County for CASA (2011- 2015); currently serve as the Construction Manager
for Community Home Trust (255 affordable single family trust homes, where improvements
only are owned by the occupants, and 58 low income rental apartments located at The
Landings at Winmore in Carrboro - have sustainability oversight responsibility).
Reasons for wanting to serve on this board:
Many of our constituents, live and work in Orange County, only because there is a source of
housing that makes it affordable for them to do so. Many have been homeless or disabled,
some for many years, and the opportunity to have a key and a place to call home provides the
self esteem that many take for granted. I believe being an advocate for affordable housing is an
honor and a responsibility.
Conflict of Interest:
If there was any funding provision for which the Board convened to consider an award, and it
related to Community Home Trust s mission, I would recuse myself. I would also be open to
recusing myself for any other real or perceived concern of the Board.

Background, education and experience relevant to this board:
James Eichel
Owned a construction company that received the National EPA WasteWise Small Business
Award (associated with recycling and reuse of material in construction). I provide a sustainable
recommendation at the Community Home Trust staff meeting every week . Recycling has been
a major concern for nearly 40 years, starting with training my daughters on the importance of
being good stewards of our planet. That has lead to my oldest daughter, Amanda, becoming the
Executive Director of the Global Covenant of Mayors for Sustainability and Climate Change, now
based in Brussels, Belgium.
Reasons for wanting to serve on this board:
I believe the responsibility for being good stewards of our planet is very much taken for granted,
and I wish to be an advocate for doing the right thing for my daughters, my grand - children, and
the children of all future generations. I need to do more, not wishing to have to answer to future
generations about what I could have done, and provided less than a proactive response.

I was content developer for a UNC course called Computing in Medical Care . Much of my
research was on public health matters and resources. Much of my time I spent working on
reading and reviewing content carefully (including medical literature, journal resources, medical
knowledge bases, and public health listservs), and delivering the content and relevant
information to the course administrator and enrollees.
Reasons for wanting to serve on this board:
I have a concern for public health, and have many ideas on implementing ideas toward many or
most of the concerns listed under D in the Policy document. I am a concerned and vocal
advocate citizen, and have been throughout my residence in Orange County.

I have experience and background as Green Representative as a faculty member at a university
where I previously taught. Otherwise, relevant education and background are that I have an
advanced degree (PhD), which I hope will support my candidacy.
Reasons for wanting to serve on this board:
I have a strong concern for the environment, and see this area as a place where I would see a
particular consciousness for this issue. But there is much to be done here, so I hope to help put
forward ideas and strategies - -in terms of outreach in all cases, and policy or incentives where
possible - -that would be supportive of the environment.

I have committee experience as an academic in university settings. I also have training in
conflict resolution (via works hops),which I feel is beneficial potentially.

animal protection, policies, outreach, and current governmental suggestions and implementation
of local animal
Reasons for wanting to serve on this board:
I believe that animal and animal control issues are of high priority here, including the idea of no-
kill shelters, animal sponsoring and fostering and their outreach, creation of green spaces
usable for both animal- owners and non - animal owners, as well as leash laws in public areas,
and protection of patrons as well as of animals (almost exclusively dogs) of local establishments
such as bars, shops, and other local establishments, etc.
