PURPOSE: To receive a presentation from a representative of Wireless, NC regarding a digital
evidence management proposal for the Orange County Sheriff's Office.
BACKGROUND: At the October 6, 2016 Board of Orange County Commissioners meeting,
Orange County Sheriff Charles S. Blackwood and the Board discussed the possibility of
equipping Sheriff's Deputies with body -worn cameras (BWC). Subsequent to the meeting,
various vendors of BWC met with Sheriff's Office staff about their offerings. The Sheriff's Office
identified four BWC models of interest and placed them into limited use by Deputies. Through
this pilot testing, the Deputies determined that products offered by Motorola Solutions are best
suited for use by the Sheriff's Office. Amanda Barringer with Wireless, NC will make a
presentation to the Board on Motorola's Digital Evidence Management Solutions (DEMS), which
includes the SI -500 Body Camera and Command Central Vault.
FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation.
The current cost estimate to fully implement body -worn cameras is approximately $300,000,
which is proposed for inclusion in the Sheriff's 2018 -2019 proposed budget.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle /traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
RECOMMENDATION(S): The Manager recommends that the Board receive the presentation
and provide direction to staff.
