PURPOSE: To request BOCC permission to allow the Human Services Advisory Commission
to donate registration proceeds from the 2006 Human Services Issues Forum to Senior Care of
Orange County, Inc. to be used to provide emergency property tax assistance grants to elderly
low-income home owners.
BACKGROUND: The Human Services Advisory Commission, the Master Aging Plan (MAP)
Update Steering Committee, the Advisory Board on Aging, and the Department on Aging are
collaborating this year to present the 18th annual Human Services Issues Forum titled,
"Communities Responding to an Aging Society", on Wednesday, September 20, In the interest
of economy and symbolism of longstanding ecumenical support for serving the needy, the
Commission and its collaborators have agreed to hold Forum 2006 at the Chapel Hill Bible
Church at the carnet of Sage and Erwin Roads, The Forum will run from 8.30AM to 2:OOPM, A
preliminary program is attached foryour review.
In keeping with its theme, the Human Services Advisory Commission requests that the BOGC
allow the registration proceeds from the Forum to be designated to Senior Care of Orange
County, Inc. Senior Care of Orange, Inc. is a 501.c.3 established in 2004 for the purposes of
advocating, establishing and/or operating services in community settings, developing an
employment pool for certified nursing assistants, educating the general public, and receiving
financial and other support to benefit frail or disabled older adults in community settings,
The registration fee is $15.00 and typically 100 -125 persons attend the Forum.. On that basis,
there could potentially be up to $1,875 to be donated expressly for the purpose of providing
general assistance tc needy seniors through Senior Care of Orange County, Inc.. Last year, the
BOCC approved donation of Forum 2006: "Welcome Home: A Bold Proposal to End
Homelessness" proceeds in the amount of $1,116 equally between Orange Congregations in
Mission and Interfaith Council for support to homeless families.
The Board of Directors of Senior Care of Orange County, Inc. will be responsible for
administering the use of the general assistance funds to help aging frail, disabled or
handicapped adults to remain in their awn homes, or return to their own homes. With BOCC
approval, Forum planners will prominently display and promote in all Forum registration
materials and promotional advertising the fact that all registration proceeds will be donated for
this purpose to Senior Care of Orange County, Inc.
FINANCIAL IMPACT: Each year, the BOCC provides an appropriation for the Forum as part of
Non-Departmentals. This year's allocation is $6,300. In years past, registration proceeds from
the Forum have returned to the general fund as an offset to expenses. This year, as with last
year, the move from the Friday Center to a church location helps Forum planners to achieve
significant savings in producing this signature event.
Approval of this request will authorize County payment of Forum 2006 proceeds to Senior Care
of Orange County, Inc. to help seed a community fund to provide emergency tax assistance
grants to low income homeowners. The BOCC will be informed of the actual proceeds and
payments made to the agencies.
RECOMMENDATION(S): The Manager recommends that the Board approve the request from
the Fiuman Services Advisory Commission and authorize payment of Forum 2006 proceeds to
Senior Care of Orange County, Inc. to help aging frail, disabled or handicapped adults to remain
in their own homes, or return to their own homes.
