PURPOSE: To confirm the terms of the appointment of the Interim County Manager.
BACKGROUND: At the Board of Commissioners meeting on July 27, 2006, the BOCC
appointed Assistant County Manager Rod Visser to serve as Interim County Manager upon the
retirement of current County Manager John Link on August 31, 2006, The terms of that
appointment are provided in the attached document prepared by the County Attorney, and are
included on this meeting agenda for formal confirmation by the Board.
FINANCIAL IMPACT: Funding far the pay and benefits for the Interim County Manager is
already included in the BOCC-approved 2006-07 budget far the County Manager's Office,
RECOMMENDATION(S): The Manager recommends that the Board confirm the terms of the
appointment of the Interim County Manager as outlined in the attached document,.

Terms of the Appointment of Rod Visser
As Interim Orange County Manager
On July 27, 2006, the Board of County Commissioners appointed Roderick Visser to the position
of Interim County Manager for Orange County, under- the provisions of NCGS § 1 S.3A-84. The
Board confirns the terms of that appointment as follows:
Mr. Visser will perform the duties of County Manager as outlined in NCGS §
1 S3A-82.
2. The effective date of this appointment is August .31, .2006.
3. Mr. Visser's annual salary, effective September 1, 2006, will be the salary of the
County Manager on August .31, 2006, namely $148,63.3.00, which annual salary will be prorated
for the duration of Mr. Visser's appointment.
4. Mr. Visser will receive a monthly travel allowance of 9;500. This travel allowance
will be paid on the first business day of each month during Mr. Visser's appointment.
The salary and travel allowance benefit will be paid to Mr. Visser for a minimum
of two months.
6. All other County benefits accruing to Mr. Visser° as a full time, permanent Orange
County employee will continue to accrue to Mr'. Visser during the period of his appoinhnent as
Interim County Manager.
7. During this appointment, Mr. Visser will serve "at will" as Interim County
Manager..
8. Notwithstanding Mr. Visser's `"at will" appoinhnent as Lrterim County Manager,
during the time that he serves as hrterim County Manager, he will retain his status as a frill time,
permanent non-Board appointed County employee for all purposes contained in the Orange
County Personnel Ordinance.
9. Mr. Visser's appointment as Interim County Manager will terminate no later than
his planned retirement date of Deeember° .31, 2006. It will terminate upon the first day of wor9< of
the new County Manager, if the new County Manager's first day of work is prior to December
31, 2006.
10. If, at any time before Mr. Visser retires, the Board of Commissioner°s terminates
his appoinhnent as Interim County Manager for any reason, he will thereafter hold his former
position of Assistant County Manager; his salary and benefits then reverting to the salary and
benefits he received before his appointment as Interim County Manager.
This Appoinhnent document will become part of Mr Visser's permanent Orange County
personnel file.
