PURPOSE: To award two housing rehabilitation contracts for the County's HOME Housing
Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications. Bids were also solicited from
lead based paint abatement contractors for items containing lead based paint as required by
federal regulation,
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids, Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder, All
contractors participating in the County's Rehabilitation Program are also required to utilize
current deconstruction and material recycling methods during the repair process,
Sealed bids were solicited from participating contractors on May 22 and June 13, 2006 with a
bid opening on June 22, 2006 with Three bids were received for the general repair portion and
the two bids were received far the lead based paint portion of the work specifications for 119
Hayes Street. Bid results are attached.
FINANCIAL IMPACT: The HOME Program Housing Rehabilitation Program provides deferred
loan funding far this repair program.
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contracts:

1. At entire sub-area of house, remove debris to a size small enough to be
raked, Fill existing hole in soil in left front azea to top of surrounding
grade using excavation spoils from foundation and French drain work.
Fill area is approximately 5' x 5' x 18"deep. Supply and install 6-mil
plastic vapor bazrier throughout entire sub-area of house so as to provide
moisture protection.
2. Chemically treat entire perimeter of house for termite and pest control.
Chemical treatment to be done by a licensed termite or pest control
company. Contractor to provide owner with written proof' and warranty of
treatment.
FOUNDATION
1. Clear loose soil and debris from concrete/brick footing at front of house,
from left front porch curtain wall extending approximately 8 l.f to the
right. Supply and install approximately 8 l.f of concrete underpinning
under existing concrete/brick footing at front of house approximately 4"
out from widest existing point of footing and to level with top of existing
concrete. Includes one #4 rebaz top and bottom. New materials to match
existing as close as practical.
2. Provide temporary support adjacent to wood column screw jack girder
supports in front area of crawlspace under the house.
Remove 2 existing wood columns and one existing screw jack, keep screw
,jack for re-installation. Remove existing wood girder and three wood
pads. Level-off soil immediately under pads and prepare these three areas
for installation of new concrete block footings. Supply and install three
new concrete footings, each of 4 - 8" x 8" x 16" concrete block, top two
concrete block to be turned 90 degrees and set on two bottom block, fill
voids in blocks with concrete, at same locations, complete. Includes
treated wood block on top of each footing.

Supply and install one new triple 2 x 8 girder approximately 8 l.f long at
same location, Re-install one existing screw ,jack and supply and install
two new screw ,jacks at same locations and connected to new girder,
complete.
Includes structural connections from new girder to existing floor franung.
If disconnection of existing plumbing, electrical or other utilities becomes
necessary during course of project such work shall be performed in an
efficient, workmanlike manner so as to keep "down time" and temporary
connections to a minimum. Price indicated does not include interior and
exterior cosmetic repairs, patching cracks, painting, adjusting doors and
windows, repair of siding, plumbing or electrical, All work to code.
3. Replace approximately two missing brick on top of existing brick column
at center of front foundation wall. Supply and install new mortar between
top of top bricks and existing silk
4. Replace approximately two missing brick on top of existing brick column
at right end of existing center girder. Supply and install new mortar
between top of top bricks and existing sill.
5, At left end of existing center girder, supply and install new mortar
between top of top bricks and existing sill and end of girder.
6. Re-secure existing ,joist located behind center girder to restore to proper
working order. Secure with blocking, metal brackets and screws to
existing framing members.
7. Supply azrd install new mortar to re-install approximately six (6) existing
brick in right side foundation wall where I-IVAC equipment penetrates
wall. New material to match existing as close as practical.

8, Remove existing crawlspace access door, wall panel and framing at
crawlspace entrance. Excavate immediately under this location to a depth
of 8" below interior grade and prepare soil for installation of new concrete
footing and concrete block walk Footing to be 8" deep and 15" wide.
Supply and install new concrete footing and concrete block wall. New
block wall to extend to bottom of existing porch floor joist and allow for
wood access panel of size approximately same as existing, with minimum
one continuous course of block below access opening, Includes fill voids
in concrete block with concrete. Includes mortar between top of block
wall and bottom of floorjoist. New access door to be approximately same
size as existing door, framed and cross-braced with treated 2 x 4 lumber,
%z" plywood face, galvanized metal lunges, locking hasp and lock,
complete, Includes prime and exterior latex finish paint to match existing
as close as practical. Finish paint shall provide sufficient coverage to
prevent previous colors from showing through. Overall total dimensions
ofwall and doorpanel are approximately 6'W x 5'6"H.
9. Remove existing concrete pavers from approximately 13 l.f, of the exterior
rear wall of the house. Stack concrete pavers in area designated by owner.
Remove soil from top of foundation, Remove soil to approximately 24"
away from house, sloping from 2" below top of foundation to
approximately 3" below existing soil grade at 24" away from house. Any
trenching spoils to be distributed on site as directed by owner.
Trim approximately 13 Lf of exposed edge of existing siding substrate to
give clean edge at bottom of lowest siding board on house. Supply and
install galvanized metal flashing extending from under lower edge of
exterior siding, flush on exposed girder, down to approximately 1" below
top of foundation. Flashing to be sealed to top of foundation.
Supply and install new concrete slab approximately 13'long x 2'wide x
approximately 3"deep with welded wire mesh reinforcing. Top of slab to
be 3" above top of foundation wall, slope uniformly away from house to
top of existing soil grade 2' away from house, and be not les than 3" thick
at any point.
Supply and install new lx band board approximately 13 Lf. of treated
material extending from bottom of existing siding board to within 1 %z" of
top ofnew concrete slab.

10. Trim exposed subfloor to be even with outer face of existing trim above
on front exterior wall of storage room. Supply and install one new
trim/band board of treated material extending from top of existing trim
board to bottom of existing framing, Top edge to have 15 degree slope
down and away from wall. End and wall joints to be caulleed and sealed
with clear latex silicone paintable caullcing. New materials to match
existing as close as practical..
11. Excavate under left front corner of storage room to accommodate
installation of new 18" x 18" x 12"deep concrete footing and brick
column. Supply and install new concrete footing and 12" x 12" brick and
mortar column to provide additional support for existing framing at this
location. Includes mortar between top brick and bottom of existing
framing.
12, Remove existing temporary barrier in front of right side wall foundation
vent and remove existing foundation vent, Supply and install new
operable foundation vent to restore to proper working order. New
materials to match existing as close as practical.
C. ROOF & GUTTER
1. Remove all existing gutters from house, porch and patio. NOTE: After
gutters axe removed, if further damage is discovered the Owner,
Contractor and Rehabilitation Specialist will meet to review the work,
determine a course of action and, if necessary, a cost for any additional
work. Plumb-cut existing rafter tails on reaz edge of rear patio for plumb
installation of new fascia board. Supply and install new 2x treated wood
fascia, Supply and install new pre-finished metal flashing on fascia on
front of house and front porch, on fascia on reaz of house, on fascia on
storage room and rear patio fascia. New flashing to extend from under
existing roof cover to inside of new gutter to provide moishue protection
for fascia material. Supply and install new pre-finished seamless Ogee
style gutters on front of house and front porch, on rear of house to extend
24" over each side of rear patio roof, on rear patio, and on storage room
with at least one downspout for each gutter and one downspout for every
30' of gutter.. Each grade level downspout shall tie in to french drain
system.

1, Remove existing galvanized plumbing vent and drain line from exterior
rear wall to bottom of Kitchen sink and extending under house to main
drain hub under house. Remove existing galvanized/cast iron drain line
from main drain hub to underground connection at front of crawlspace.
Supply and install new plastic drain line to relocate Kitchen drain to inside
of sink base cabinet, including a "Studer" vent. Includes supply and
install new drain line to new washing machine box in laundry closet..
Other new drain lines to be at same locations, including proper tiean to
existing remaining line, complete. Restore vent and drain lines to proper
worlting order. Work shall be performed in an efficient, worlananlike
manner so as to keep "down time" and temporary connections to a
minimum.. All work to code.
2, Supply and install insulating material to existing accessible water supply
lines in crawlspace, complete,
3. Disconnect existing laundry hot and cold water supply lines in sub-azea
immediately under laundry closet. Supply and install new washing
machine box in wall immediately behind washing machine. Make proper
connection to existing water lines in sub-area and supply and install new
hot and cold water supply lines inside of existing wall behind washing
machine and connect to new washing machine box, complete. All work to
code.
E. ELECTRICAL
h.. Properly disconnect and abandon existing electrical service. Supply and
install new 2Q0 AMP electrical service to house including new breaker
panel, mast, weatherhead, grounding and bonding, complete. Work shall
be performed in an efficient, workmanlike manner so as to keep "down
time" and temporary connections to a minimum. Includes locating
electrical meter a minimum of 31.f away from existing gas meter and as
close as practical to existing location. Includes new circuits, breakers,
grounding and bonding, complete. Breaker panel to be at existing location
with circuits and breakers to be clearly identified. Newly installed

2. Separate and add circuits to alleviate overloaded circuits on electrical
system, HVAC, washing machine and microwave to each be on separate
circuits,

provide weather-tight seal between boot and floor/wall, complete, Sealant

4. Provide temporary support under each side of existing water heater
platform to maintain proper service connections to water heater.
Temporary disconnection of existing plumbing, electrical, gas or other
utilities which become necessazy during course of project shall be
performed in an efficient, worlananlike manner so as to keep "down time"
and temporary connections to a minimum, Partially remove existing
temporary support under platform to accommodate excavation for new

solid soil to accommodate installation of new solid concrete block support,

G. EXTERIOR DOORS
1. Remove existing rear exterior door and frame in storage room and prepare
opening for installation of new pre-hung exterior door. Supply and install

3. Supply and install new weatherstripping and weatherizing threshold on

I.. PAINTING
Protect adjacent srufaces and personal possessions with appropriate
temporary coverings and enclosures. Fully prepare interior and exterior of
new rear door, door casing and door trim to receive new paint. Prime all
new materials. Supply and install new paint to interior and exterior of new
rear door, door casing and door trim and restore to proper wonting order.
Interior door, door casing and door trim to be painted with semi-gloss
interior latex, Exterior door, door casing and door trim to be painted with
semi-gloss exterior latex.. Color choice by Owner. Finish paint shall
provide sufficient coverage to prevent previous colors from showing
through.

J. GENERAL REPAIRS
1. Supply and install new attic access panel in upstairs room to reaz attic in
wall directly across from access panel in front wall. Includes all necessazy
framing for new opening, trim, panel, hardware, and doorknob. New
panel and new materials to match existing as close as practical..
2. Remove vines and other shrub growth attached to left front corner of
house and porch, Existing siding and structure of house and porch to
remain intact.
3. Supply and install new exterior clear latex silicone paintable caulking to
all siding/trim joints and siding butt joints on exterior of house. Carefully
apply a thin bead so as to prevent "over-spread" of caullcing on to adjacent
exposed surfaces.

1. Supply and install underground drainpipe for each gutter downspout,
approximately eight (8), to slope away from house and ternunate or
"daylight" at least 10 Lf down-slope from house. Includes trenching,
direct connection from gutter downspouts to drainpipe, baclcfill, and
restore trench areas to original working order as close as is practicah All
connectors and drain pipe to be solid flexible material. All work
complete.

This set of work specifications outlines work items that were found to contain lead in
concentrations above acceptable levels as set in the U. S. Depaztment of FIousing and Urban
Development (HUD) standards.. It is recommended that any lead hazard remediation work be
conducted by workers who are certified by the state to perform lead abatement work.
Lead hazard remediation work must be preformed in compliance with the regulations issued
by the Secretary of Housing and Urban Development set forth in 24 CFR Part .35, et al and
all applicable rules and any others issued thereunder, and all applicable Federal, State and
local rules and regulations, regarding notification, evaluation and reduction of lead-based
paint hazards in residential structures undergoing Federally-assisted construction or
rehabilitation and require the elimination of lead-based paint hazazds, Every contractor or
subcontractor, including painting, pursuant to which such Federally-assisted construction or
rehabilitation is performed, shall include appropriate provisions complying with requirements
for notification, evaluation and reduction oflead-based paint hazards.
The contractor shall be allowed to include in the cost of the project the allowable fee for one
(1) complete clearance inspection of the remediation work performed. The cost of any
additional clearance inspections which may be necessary will be born directly by the
contractor..
Contractor must submit a copy of training certification with their bid.

Note: Prior to conducting Lead-Based Paint Abatement activities, all personnel
associated with the project should review and fully understand the requirements of
ALL applicable local, state, and federal regulations that may apply to the worlcsite.
I. WORI{SITE PREPARATION
A. GROUND CONTAINMENT
1. Before exterior construction, construct a work site perimeter curb of
2x4 timbers ten (10) feet from the house exterior, Create an outer
barrier of flags and/ox'plastic tape three (3) feet on center and twenty
(20) feet from the worksite, Post proper signage in the work area, All
wazning signs must remain posted until cleazance is passed.
2. During the period of work on all exterior components attach one layer
of 6-mil polyethylene to the building exterior with fiuring ships,
extending the (10) feet past the work site. Wrap the plastic under the
perimeter 2x4's. Change the plastic daily.
B. CLEARANCE EXAMINATION
1. After completion of all work that disturbed LBP and any other lead
hazard reduction activities, a qualified person shall perform a
clearance examination. Work disturbing lead-based paint is not
considered complete until clearance is achieved.
C. PRE-CLEAN
1. Pre-clean the interior of the unit in all areas that Lead Paint was
disturbed. HEPA vacuum all horizontal surfaces, to include all floors,
windowsills, troughs, baseboaz'ds and casing.

II. ABATEMENT WORK
A, EXTERIOR DOORS
1. Remove existing front door including, casing, frame, him and threshold.,
Make repairs to accommodate installation of new exterior pre-hung front
door. Supply and install new pre-hung 9-light exterior front door, including
all necessary hardware, keyed door Imob, deadbolt lock, peephole, and trim,
complete.. New materials to match existing as close as practical.
B. INTERIOR WALLS
1. Remove existing baseboard from all Bedroom walls. Existing floor, crown
mold and ceiling to remain intact. Remove existing interior window trim and
interior door trim. Retrofit interior window casings, interior door casings, and
exposed framing to accommodate installation of new %z" sheetrock overlay on
existing walls and installation of new interior window and interior door trim.
Includes repair stove pipe hole and thermostat wire hole in left side wall.
Supply and install new %z" sheetrock overlay on all walls, including tape, top
and texture, complete. Supply and install new crown mold over existing
crown mold. Supply and install new baseboard, new window trim and new
door trim at same locations, complete. New materials and finishes to match
existing as close as practicah All work to code.
C, ELECTRICAL
In Bedroom, adjust four elecfrical outlets and one switch at existing locations
to accommodate installation of new %z" sheetrock overlay on existing walls.
All work complete and to code.

D. PAINTING
1. Protect adjacent surfaces and personal possessions with appropriate temporary
coverings and enclosures, Fully prepare all interior wall surfaces, new crown
mold, new window and door trim, and new baseboazd in Bedroom to receive
new paint.. Fully prepare new front door including interior and exterior
casing and trim to receive new paint. Prime all new materials., Supply and
install new paint to prepared surfaces in Bedroom and prepared surfaces for
new front door and restore to proper wonting order. Interior of door, interior

semi-gloss interior latex. Exterior of door, exterior door casing and exterior
