PURPOSE: To consider awarding a bid to Janes Concrete Service Company of Hillsborough, North
Carolina to extend a retaining wall and pour concrete slab at the Orange County Landfill,
BACKGROUND: The Solid Waste Management Department FY2006-07 budget includes funding for an
expansion of the urban and rural curbside recycling collection programs to add mixed paper to the
collected materials: The implementation of these new mixed paper programs will increase the quantity of
mixed paper materials collected through the County-operated Rural Curbside program by approximately
600 tans.
The purpose of this project is to expand the existing area where collected recyclable materials are
consolidated before delivery to market in order to more efficiently manage the increased tonnage. The
project consists of expanding an existing retaining wall to allow two additional roll-off containers to be
placed. The project is compatible with the Solid Waste Facilities Master Plan approved by the BOCC in
October 2001.
Solid Waste Management Department staff assisted the engineering firm Olver Incorporated in
developing the plans and specifications for the project as part of bid solicitation 1467. The bid solicitation
was advertised on the County website, A pre-bid conference was also held,
Eight contractors received the bid package, Two bids were received. Janes Concrete Service Company
of Hillsborough, North Carolina submitted the lowest responsive bid of $50,572.
FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $50,572.. Funds are
available in the FY2006-07 Solid Waste Management budget to fund this expenditure.
RECOMMENDATION(S): The Manager recommends that the Board award a bid to .Jones Concrete
Service Company of Hillsborough, North Carolina for a total of $50,572 and authorize the Purchasing
Director to execute the necessary paperwork,
