PURPOSE: To consider making an appointment to the Affordable Housing Advisory Board.
BACKGROUND: The following information is for Board consideration:
• Appointment to a second full term (position #2) "At-Large" for Eleanor Kinnaird expiring
09/30/2020.

Dear Ms. Baker:
The Orange County Affordable Housing Advisory Board (AHAB) recently met in October and November
2017 and unanimously recommended the reappointment of a current Board member, Ms. Eleanor
Kinnaird.
The AHAB members cited her knowledge, consistent participation as a member and community
engagement as being very valuable to the work of the Affordable Housing Advisory Board. They
respectfully request that the Orange County Board of County Commissioners consider the
reappointment of Ms. Kinnaird.

What unique perspective can you bring to the Orange County Planning Board?
As someone who has known Orange County citizens from all walks of life, I believe I can bring a
well balanced approach to the planning of sensible growth in Orange County
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I believe the board s responsibility is to all Orange County citizens, including its rural citizens. I
would like the board s accomplishments to not only focus on its larger communities, but the
smaller ones who need help.
What do you consider to be be the most important issues facing Orange County related
to growth?
The influx of people into Orange County puts significant strains on its infrastructure and that is
where a great deal of attention and time should be put.
What role should the Planning Board take in guiding and regulating growth?
I think the Board should take an aggressive hands on approach to guiding and regulating growth
to ensure that Orange County grows in a sensible way that doesn t leave an citizen behind.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
I would move for more affordable housing, better county transportation,and greater assistance to the rural areas.

Lived experience- I have lived in Hillsborough apartments with increasing rent and am currently
house hunting in the area (without much luck)
Education - I ve studied Community Development(my masters is from Vanderbilt s Peabody
College in Community Development and Action)so I have an interest in and knowledge of the
built environment, community building, some urban planning, etc.
Reasons for wanting to serve on this board:
I am frustrated by the ambiguous fair market value used as the reason to raise rent AND by the
lack of affordable entry-level housing for first-time homeowners so I have a very strong lived
experience to bring to this board. In addition, I feel I could represent young professionals and
first time homebuyers looking to live in the area that face moving to Durham, Mebane, etc. if
Hillsborough doesn t cultivate affordable housing.

worked with organizations in the following issue areas: foster care, women s center, community

would provide a strong background for social service support.
Reasons for wanting to serve on this board:
I have an interest in better understanding the social service needs, resources and organizations
in our county. I feel like this board would expose me to that and allow me to intervene to provide
stronger social support to our community.

experience in this category as well.
Reasons for wanting to serve on this board:
I ve read a lot on economic inequality and economic development. I have an interest in
supporting small-town revival in our nation and I believe one way to keep small-town living a
viable option is to ensure that charming small towns like Hillsborough nurture their economic
development and opportunity for residents to keep making money and providing taxes to support
social services and growth for the towns. i would love to be a part of that process for our own
community.

My experience in leading groups through change is what I feel I most bring to the table. Most
recently I served as the Moderator of the Governance Council for my church. My work included
rewriting and revamping the governance structure to permit the church to grow in a positive and
forward manner. Professionally I am a Biologist by trade and have spent most of my career
helping teachers to integrate science into all areas of the classroom. I have also worked as a
homeschooling teacher and have been able to meet families from all walks of life. This
experience has given me a first person view of how the rapid change in housing options have
impacted the diversity of the areas that we serve. I am incredibly passionate about keeping
Orange County accessible to all walks of life. We need doctors, teachers and food service
workers in all areas of this county to keep it vibrant.
Reasons for wanting to serve on this board:
I love Hillsborough and Orange County s economic and age diversity. It was what brought me
and my family to this area 23 years ago. I feel it is important to have this kind of diversity to
prevent a community from becoming too homogeneous and stagnant. I feel having this kind of
diversity is what defines Hillsborough. I fear that without affordable housing Hillsborough may
become similar to cities like Cary and Morrisville.
