The Reserve Subdivision Final Plat 3. NCDOT Petition Information for Serrano Way, Madera Lane, Umbrio Lane, Majestic Court, and Chimeneas Place in The Reserve Subdivision PURPOSE: To make a recommendation to the North Carolina Department of Transportation (NCDOT) and the North Carolina Board of Transportation (NC BOT) concerning a petition to add Serrano Way, Madera Lane, Umbrio Lane, Majestic Court, and Chimeneas Place in The Reserve Subdivision to the State Maintained Secondary Road System. BACKGROUND: This request includes a petition for five (5) road additions to the State Maintained Secondary Road System. The roads and their respective lengths and widths are as follows: Road Name Length in Miles Number of Frontage Pavement/Right-of-way Lots with Houses Widths in Feet Serrano Way 0.20 12 22/50 Madera Lane 0.35 11 22/Varies 50-60 Umbrio Lane 0.07 5 22/50 Majestic Court 0.07 5 22/50 Chimeneas Place 0.21 8 22/60 TOTAL 0.90 41 N/A The Reserve Subdivision The Reserve Subdivision is located off Parker Road (State Road 1916) in the southeastern part of the County, south of Bayberry Drive (State Road 2010) and east of Arboretum Drive (State Road 1992), in Chapel Hill Township (Attachment 1). The major subdivision was approved on April 12, 1995. The subdivision was not annexed by Chapel Hill but is located within the Town's Extraterritorial Zoning Jurisdiction (ETJ), and was developed and approved subject to the 2 Town's zoning and subdivision regulations. The subdivision is zoned Residential Low-Density-5 (RLD-5) with an accompanying Special Use Permit. Communications with Chapel Hill Planning staff indicate that there are no known subdivision violations. The final plats for the subdivision were recorded on August 10, 1993, April 12, 1995 and April 17, 1995 (Attachment 2). Serrano Way, Madera Lane, Umbrio Lane, Majestic Court, and Chimeneas Place were designed to public road standards but have been private roads in the interim, intended to become public roads when conditions met NCDOT maintenance responsibility and ownership criteria. Serrano Way has a length of .20 mile, providing access for 12 developed lots. The road has a right-of-way width of 50 feet, and a pavement width of 22 feet. The road terminates in a cul-de- sac. Madera Lane has a length of .35 mile, providing access for 11 developed lots. The road has a right-of-way width that varies from 50-60 feet, and a pavement width of 22 feet. The road terminates in a cul-de-sac. Umbrio Lane has a length of .07 mile, providing access for 5 developed lots. The road has a right-of-way width of 50 feet, and a pavement width of 22 feet. The road terminates in a cul-de- sac. Majestic Court has a length of .07 mile, providing access for 5 developed lots. The road has a right-of-width of 50 feet, and a pavement width of 22 feet. The road terminates in a cul-de-sac. Chimeneas Place has a length of .21 mile, providing access for 8 developed lots. The road has a right-of-way width of 60 feet, and a pavement width of 22 feet. The publicly designed portion of the road terminates in a cul-de-sac. There are two additional roads in the subdivision, Bolinas Way and Bolinas Court, which were platted as private roads and therefore not eligible for addition to the State Maintained Secondary Road System because they do not meet the State's construction standards. Another road in the subdivision, Rhododendron Drive (SR 2060), is already in the State Maintained Secondary Road System. Rhododendron Drive is the primary north/south access through the subdivision. NCDOT has investigated this request and has submitted a petition to the Board of County Commissioners (BOCC) for its recommendation (Attachment 3). North Carolina General Statute §136-62 requires that road petitions for additions to the state system be made by the Board of County Commissioners (BOCC). Conclusion The above-referenced application meets the criteria endorsed by the BOCC for recommending acceptance of public roads into the State Maintained System for roads approved through the governing jurisdiction's subdivision process (NCDOT Subdivision Roads Minimum Construction Standards, January 2010, revised May 2016). FINANCIAL IMPACT: There is no direct financial impact to the County associated with this item. NCDOT will incur additional maintenance responsibilities and costs. 3 SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated with this item: • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. The addition of County private residential streets to the State Maintained Secondary Road System results in positive outcomes related to the aforementioned goal. RECOMMENDATION(S): The Manager recommends that the Board: 1. Forward the Petition for Addition to the State Maintained System to the NCDOT for Serrano Way, Madera Lane, Umbrio Lane, Majestic Court, and Chimeneas Place in The Reserve Subdivision; and 2.
