BACKGROUND: In February 2017, Orange County released an RFP as it relates to ten (10) designated parcels available for affordable housing development. The deadline for submitting a proposal for the surplus properties was May 31, 2017. Any parcel(s) not selected under this RFP would be available in the 2018 RFP cycle for Surplus Properties and/or Affordable Housing Bond funds. The following responses to RFP #5229 were received: RESPONDENT PARCEL REQUEST PROPOSED PROJECT Center for Homeownership 09865622018 and 09865614458 Development of 2-4 new single- (Application Withdrawn) family homes for individuals and/or families with incomes between 30%-80% of the Median Area Income. Habitat of Orange County 09865516149 Development of 3-4 new single family homes for individuals and/or families with incomes between 30%-65% of the Median Area Income. Project is part of a larger ongoing revitalization effort in the community. Also requested $90,000 in funds for infrastructure installation. RTA-Triad 20 acres Development of 1000 Monolithic (Application Deemed Non- Dome Villages Responsive to the RFP) 2 An Application Review Committee consisting of the Deputy County Manager, Asset Management Director, Planning and Inspections Director, Housing, Human Rights and Community Development Director, and one member each from the Affordable Housing Advisory Board and Orange County Housing Authority reviewed the applications using the criteria approved by the Board of County Commissioners. The Application Review Committee had additional questions and sent each of the responsive respondents an email detailing those questions. It was during this segment of the review process that the Center for Homeownership chose to withdraw its application. The Application Review Committee is recommending the following entity be awarded the requested parcel as identified below: RESPONDENT PARCEL Habitat of Orange County 09865516149 The County acquired the parcel at public auction in April 1977 with the formal transfer and deed being recorded in May 1977. The parcel is .95 of an acre - see Attachment 2. In addition, the Application Review Committee recommends, in light of the need in the community for overall revitalization, as well as the respondent's need for leveraged monetary assistance to install the needed infrastructure, that the Board of County Commissioners approve the additional request of $90,000 contingent upon submittal and County staff's approval of Habitat's detailed plan and final cost estimate and that funding, if approved, be paid in incremental draws after Habitat utilizes its identified available funds on hand. If approved, the funds would be paid from the $2 million Affordable Housing/Land Bank Set-Aside in the Capital Investment Plan. If this request for proposal award is approved, the remaining nine (9) parcels of surplus property will be available for the 2018 RFP cycle. FINANCIAL IMPACT: No negative financial impact is associated with the awarding of the surplus property. However, if the Board of County Commissioners approves the request for additional leveraged financial resources, there would be an outlay of $90,000 or less depending on the final detailed plan and cost estimate for the installation of needed infrastructure. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this agenda item: • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. 3 • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. RECOMMENDATION(S): The Manager recommends that the Board: (1) accept the award recommendation of the Application Review Committee and authorize the County Manager to sign all necessary legal documents associated with transferring the surplus property (Parcel 09865516149) following approval by the County Attorney's Office; and (2) approve the request for $90,000 in leveraged financial resources for installation of infrastructure contingent upon submittal and County staff's approval of Habitat's final detailed plans and cost estimate. If approved, payment is to be made in incremental draws after Habitat utilizes its leveraged funds on hand. 4 RES-2017-073 Attachment 1 ORANGE COUNTY BOARD OF COMMISSIONERS A RESOLUTION APPROVING TRANSFER OF SURPLUS PROPERTY TO HABITAT OF ORANGE COUNTY AND A CONDITIONAL AWARD OF $90,000 FOR INFRASTRUCTURE INSTALLATION WHEREAS, Orange County released a request for proposals (#5229) regarding utilization of surplus properties as part of an identified strategy to facilitate affordable housing development within the County; and WHEREAS, the County's Application Review Committee met and using the approved rating criteria made the following recommendation concerning the awarding of surplus properties; NOW, THEREFORE, BE IT RESOLVED that Orange County Board of Commissioners approves the transfer of Parcel 09865516149 to Habitat of Orange County for the development of new single-family homes for individuals and/or families whose incomes are between 30%- 65% of the Median Area Income for the County, and authorizes the County Manager to execute all documents associated with the property transfer; and BE IT FURTHER RESOLVED that Orange County's Board of County Commissioners approves the conditional awarding of$90,000 in financial assistance to Habitat of Orange County for the installation of infrastructure as it relates to the proposed new housing development.
