PURPOSE: To receive a status report on activities, successes, challenges, and future plans
concerning the Middle College High School at Durham Technical Community College.
BACKGROUND: Dr, Charles Nolan, Principal of the Middle College High School at Durham
Technical Community College, will present a status report to the BOCC on issues related to
past, present and future activities at the Middle College, Dr, Nolan has provided cone-page
fact sheet in advance of his presentation, That fact sheet is attached.
In response to a request from the BOCC, the Superintendents from both the Chapel Hill-
Carrboro City Schools (CHCCS) and Orange County Schools (OCS) have provided
informational updates regarding their systems' work with the Middle College. These updates
are also attached,
FINANCIAL IMPACT: There is no financial impact associated with the BOCC receiving the
status report on the Middle College.
RECOMMENDATION(S): The Manager recommends that the Board receive the status report
and provide any comments or questions to Dr. Nolan and County staff.

Middle College High School at Durham Technical Community College
FACT SHEET
What is MCHS?
MCHS is a magnet school, accepting students from Durham, Orange, and Chapel Hill-Garrboro City schools. Located
on the campus of Durham Technical Community College (DTCC), it is for 11'h and 12'" graders who would like to
accelerate their course of study by taking honors level high school courses, and college credit. Students may
graduate from high school with a year or more of college transfer credit.
What does MCHS offer?
• A unique and non-traditional academic environment-The school is situated on the campus of DTCC, providing
a more open-campus and "collegiate" atmosphere, as students take their college classes with DTCC faculty and
DTCC students.
• Anon-traditional schedule-High school classes are from 12:30-5:30 PM, and are taught on a block schedule.
College classes are offered at different times of the morning, afternoon, and evening..
• Small enrol/ment-Maximum enrollment is 200 students.
• Flexibility-Each student shall have a great deal of flexibility in creating his/her course of study.
• Durham Tech. G.C, Students will have access to all DTCC facilities and services (libraries, labs, clubs, dining
services etc.)
• Associate Degree-Students may work toward an Associate Degree while at MCHS.
• Industry Certification-Students may acquire certification infields ranging from construction to computer
networking to health care and more.
Enrollment
MCHS enrolled only juniors for its first year. It began the year with 38, of which 36 will return for 2006-07. As of
6/21/06, acceptance letters have been sent to another 35 students. The breakdown by school district is as follows:

Transportation
Each school district provides limited transportation to its students attending MCHS. Durham has three central
bus stops (Northern, Southern and Hillside high schools); Orange has a central bus stop at the old Wal Mart
parking lot on NC 86; Chapel Hill provides free public transportation passes.

The Chapel Hill-Caaboro City Schools currently has eight students enrolled in the Middle
College High School at Durham Technical Community College and twelve additional students
whe have submitted applications for next school yeaz. Dr. Charles Nolan, the principal of the
Middle College, has received twenty-two applications from Durham Public Schools and nine
applications from Orange County Schools.
This year Chapel Hill Carrboro City Schools spent $2366.00 to transport students to Durham
Tech. We purchased thirty-day bus passes from the Triangle Transit Authority, which costs
$2.13/day for each student, Providing school bus transportation would cost the district $147.50
per day. The district would need to have thirty-six students riding the bus in order to make
school bus transportation more reasonably priced than the Triangle Transit Authority bus
transportation,
The Durham Public School System is projecting an enrollment of 77 students at the Middle
College for the 2006-07 school year, The state will fund 2.7 teachers, In 2005-06, the state
approved a waiver for the Middle College High School principal position, It is unknown if this
waiver will be approved for the 2006-07 school year, I have not been able to determine if state
funds would pay for the counselor and clerical positions. Based on the information I have,
Chapel Hill Carrboro City Schools would be responsible for 25% of 1.3 teaching positions,
totaling $18,250, 1 counselor, totaling $13,750, 1 clerical position, totaling $9816, and 1
administrator, totaling $22,551.
In addition to personnel, Durham Public Schools billed Chapel Hil] Carrboro City Schools for
staff development, substitute teachers, supplies, equipment, and longevity pay in 2005-06,
Equipment was aone-time cost. Based on 2005-06 expenditures, we project our share of the
other cost to be $12,500. Our shaze of the total projected cost for Middle College High School
during 2006-07 is $76,867. My understanding is that $75,000 is budgeted for 2006-07.

The greatest savings were experienced in electricity costs. Water consumption and costs have
increased, partly attributed to a significant water main leak and subsequent break at Cameron
Park Elementary School in Mazch 2005. Thus, an examination of energy costs alone will not
reveal the complete picture of the district's goal to reduce energy consumption, There has been a
clear reduction in electricity, natural gas, and propane consumption.. The costs avoidance has
remained above 17% for the past two years. Please see the attached Projected Savings Matrix.
_--~j Additionally, the Orange County School System had eleven students enrolled in the Middle College High E--
School Program at Durham Technical Community College for the 2005-2006 school year. Eight of the
eleven students began in August 2005. Three students joined the program in January 2006. Orange
County Schools spent $5,251.78 to pay the bus driver to transport students to the Durham Campus. An
additional $1,547.32 was spent on social security, retirement and hospitalization for the bus driver.. The
driver transported one student to Durham Technical Community College for a total of 168 days„ Total
mileage per day was 36..10, A Total of 6,046.8 miles was driven for the 2005-06 school year. The cost
was $0.445 per mile. The total cost for 168 days was $2,698,84.
The Durham Public Schools has a projected enrollment of 77 students at the Middle College High School
for the 2006-2007 school year. The state will fund 2.7 teachers, A waiver was approved for the 2005-06
school year for the principal position. It is not known at this time if that will be approved for the 2006-07
school year. Based on the current information, Orange County Schools will be responsible for 25% of ]..3
teaching positions, totaling $18,250.00, one counselor position, totaling $13,750..00, one clerical position,
totaling $9,816.00 and one administrator, totaling $22,551..00.
In addition to personnel, Orange County Schools was billed for staff development, substitute teachers,
supplies, equipment and longevity pay for the 2005-06 school year by Durham Public Schools. This
amounted to a total of $67,495.82 for Orange County Schools. With the cost of the transportation and
driver [hat total is $76,993,76. $125,000.00 was budgeted for the 2005-2006 school year, and is included
in our continuation budget.
