To walk the ground and view or enter buildings with a special tie to the past allows history be told authentically. Orange County is one of the ancient counties of NC. As a project coordinator for a STEM project at Florida A&M, I counseled students who would not have been able to afford college if they had not been able to complete their general education credits at the community college. For many students, especially those in rural and under-funded urban high schools, the community college helps build the study skills and academic independence needed to be successful in a 4-year school. The community college also serves the needs of adult learners who need basic academic and technical skills. This is a population that I believe is not always well represented by academic administrators. I don't know enough as an outsider to recommend improvements. However, I can say that through my work with the vocational training program at Chapel Hill Carrboro City Schools, I do think there could be a closer working relationship between Orange County's public schools and Durham Tech. I'd also like to see a close working relationship with the Economic Development Office if it doesn't already exist. Finally, I would like to see greater emphasis placed on adult basic literacy. As a county, I would like to adopt the goal of ensuring 100%of our adults can read and compute basic math at the 8th grade level. I grew up in Asheville, NC and have watched that area grow and change over time. I think that Asheville has struggled with growth, however, continues to succeed. I think Orange County and Hillsborough have a unique opportunity to grow in a very special way. The areas proximity to the Triangle and it s agricultural background could really make it a unique community for not only NC but the Southeast region. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I think it s responsibility is to not only serve the citizens of Orange County but also act as a reasonable and impartial arbiter of private growth. The planning process can be a tedious one but one with significant impact. What I would hope to accomplish would be to more fully understand the community and continue to help it grow. What do you consider to be be the most important issues facing Orange County related to growth? 12 Page 3 of 3 Jeffrey Scott Some of the most important issues facing Orange County is reconciling continued growth of the Triangle region with the cultural community. Potential commercial developments could act as a key economic driver for the county but could also come at the expense of the character of the area. Reconciling the two-components is vital. Another vital issue is the ecological/environmental area. Orange County has fantastic natural features and planning communities around them could have a major impact for it s residents. Dependent upon a number of factors that could help increase the communities appeal. Finally, transportation is a major player. A proposed light rail system could be a boon to the area but leave some behind. Automobile traffic has increased substantially as the area grows and if not considered carefully could impugn growth and development. What role should the Planning Board take in guiding and regulating growth? Fairness and inclusiveness is key. Considering the impact of potential development projects is very important, but also understanding the role of development projects in shaping the area is also key. Also, communication with agents and groups is important. Understanding the planning process can be difficult and tends to frustrate people without proper knowledge. How would you, as a member of the Planning Board, contribute to the implementation of the Board of Commissioners' adopted Goals and Priorities? I would help to further the stated goals and priorities but also question these if an issue arises.
