PURPOSE:
To authorize the release of a one-time County supplemental appropriation in the amount of
$131,797 to OPC/LME to facilitate the divestiture (transfer) of the Northside Adult and Child
Outpatient Clinics in Chapel Hill and the Family Counseling Center in Hillsborough services to
the Caring Family Networks (CFN), The formal transfer of operational management took place
on June 1, 2006,
BACKGROUND:
In its budget work session on June 16, 2005, the BOCC received an update from County and
OPC/LME staff on the projected need on a program by program basis for one-time
supplemental "bridge" fimding (in the approximate amount of one-month's operating expense)
to help facilitate the divestiture of OPC programs serving Orange County residents as provided
under the approved business plan for mental health reform,
Based on OPC/LME calculations and overall request for supplemental assistance during work
sessions pertaining to the current fiscal year budget, the County anticipated the need to reserve
up to $215,310 for the planned divestiture (transfer) of OPC outpatient services within FY2005-
06,
The Northside Clinic has been the OPG outpatient hub serving southern Orange County by
providing mental health and substance abuse prevention, treatment, and outreach to support
children, adolescents, and their families. Family Counseling Center is the OPC ottpatient clinic
serving Central and Northern Orange residents and providing substance abuse and mental
health services to school aged children and adults, particularly those who would otherwise lack
access,
On Febniary 28, 2006, the OPC/LME Board authorized the award of the RFP to establish a
comprehensive service agency in each county to Caring Family Networks (CFN), CFN has been
providing services to at-risk youth for the past decade and was acquired by the Youth
Development Corporation of America (YDCA) in 2001, YDCA is a 501 C3 Corporation founded
in 1982, The original effort of the organization was the operation of a traditional residential
treatment center, The Ohio Center for Youth, Services included group homes, transitional living
units, wrap-around services and independent living programs,
Currently, YDCA operates Therapeutic Community Based Programs in Georgia and North
Carolina. YDCA acquired Caring Family Network in 2001. These programs actively serve over
1,500 consumers between Therapeutic Foster Care, Gase Management, Psychiatric Services,
Mentoring Programs, In-Home Family Support Services, and Individual, Family and Group
Therapies, Assessment of service needs and expansion opportunities are also currently being
explored in other southeastern states.
In order to fulfill the financial expectations associated with the organizational transfer of
outpatient services, as conveyed to the successful bidder, OPC/LME management requests
release of the one-time County funding in the total amount of $131,797 as described in the
attached correspondence, County provision of bridge funds was integral to the conduct and
negotiation of the competitive bid process. OPC/LME as the contracting authority will be the
transfer agent to provide the additional BOCC funding to CFN, Attachment 1 is the formal letter
of request for the supplemental funding from OPC/LME.
Attachment 2provides a re-capitulation of divestiture activities implemented by OPC/LME
using County bridge funds as authorized by the BOCC throughout the current fiscal year,
FINANCIAL IMPACT:
One-time supplemental "bridge" funding, to be transferred at the time of divestiture for Orange
County Outpatient Services was anticipated in the FY2005-06 budget adopted by the BOCC,
OPC/LME "bridge" funds were specifically set aside by budget ordinance within the Critical
Needs Reserve.
Review of the most current State appropriations bill -versions adopted by both the Senate and
the House -indicates that while increased dollars are proposed to support Mental Health
services in the upcoming year, there is no immediate funding available to OPC to off-set the
present requirement that exists far transitional support for outpatient services,
RECOMMENDATION(S): The Manager recommends that the Board authorize the release of
$131,797 from the Critical Needs Reserve to facilitate the divestiture and transfer of Orange
County Outpatient Services to Caring Family Networks, and authorize the County Finance
Director to release the funds to OPC in anticipation of the requisite budget amendment.

Facilitate Divestiture of Orange County Outpatient Services
On February 28, 2006 OPC's Area Board approved the award of the RFP to
establish a comprehensive service agency in each county to Caring Family Networks
(CFN). On April 30, 2006 Person and Chatham Counseling Centers were
transferred to CFN, The transfer of operational management far outpatient services
in Orange County to CFN is expected to occur on or before May 30, 2006. This
would include Northside Adult and Child outpatient clinics, as well as Family
Counseling Center in Hillsborough.
In an effort to assure successful transition of OPC's service programs in Orange
County, the BOCC and OPC Area/LME Boards agreed to provide bridge funding for
programs in Orange County equal to one month operating expenses. As part of the
budget planning process for FY06-07, OPC Area/LME Boards approved the use of
continuation of effort monies already provided to OPC from the counties and staff set
aside $83,513 for this program, The remaining $131,797 was requested and
approved as one-time supplemental funding from the BOCG in July 2005.

Based on the above information, I would request that the Board of County
Commissioners release $131,797 to OPC/LME far subsequent distribution to Club
Nova Community, Inc.
