BACKGROUND: The following information is for Board consideration: • Appointment to a first full term (position #7) "At-Large" for Will Stanley expiring 12/31/2019. • Appointment to a partial term (position #15) "At-Large" for Bradley Saul expiring 12/31/2018. POSITION NO. This position has been vacant since 05/08/2017. • *Position #4--- "At-Large — Biological Resources" position expiring 12/31/2019. This position has been vacant since 12/31/2016. (Pursuant to BOCC policy, this position has been vacant for more than six months and thus qualifies for the BOCC to fill as an At-Large position. DEAPR has asked in an attached document to delay making an At-Large appointment as they are pursuing a candidate. Excerpt from document: if these two positions were filled that would still leave two vacancies; however the committee does not recommend 2 appointing any of the other applicants at this time. CFE members prefer to recruit other qualified applicants to fill the remainingvacancies. Owning a small business in Orange Co for 3 years has involved all sorts of management and budgeting skills to ensure tax filings are correct and our accounts with retailers and subcontractors are worked out. In addition to the experience listed in the question above, please list the work/volunteer experience/qualifications that would add to your expertise for this board. I ve volunteered with the IFC and for the Durham Crisis Response Center, as a client interviewer and hospital responder respectively. These experiences gave me opportunities to interact with members of the community in challenging circumstances and talk through their situations. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? OWASA s board has to institute a culture of methodical implementation of best practices with a long term perspective, and ensure that the staff is equipped and prepared to maintain high quality service in all situations. What is OWASA's role in growth/development issues? To advocate for the needs of the utility to other state and local government parties in order to ensure that provision of water and sewer is taken into account during planning and development initiatives. I held a student government position in college at Plattsburgh State University. I have been involved in leadership positions since elementary school. I was a charter president for a local Toastmasters group and held other positions within it as well. I was most recently involved wiwth the preservation and education group called The Questers and held a state board position with them. I trained to be a docent at the National Zoo in Washington DC. Sadly,we moved away shortly after so I had little time to share my new found knowledge. Reasons for wanting to serve on this board: My mother taught me very early on to care for and protect our earth. Littering was a mortal sin. Gardening and houseplants were a way of life. We are on the cusp of a huge change in energy use much like when we changed from gas burning lamps to electric lights. The change from gas fueled cars to electric cars is like the change from horse drawn carriages to automobiles. Our current movement away from burning fossil fuels to clean energy technologies is going to be important for our health and economy as well as for our planet. 20 Page 2 of 2 Kim Piracci I would be honored to be part of that change for Orange County. Much of my research was on public health matters and resources. Much of my time I spent working on reading and reviewing content carefully(including medical literature,journal resources, medical knowledge bases, and public health listservs), and delivering the content and relevant information to the course administrator and enrollees. Reasons for wanting to serve on this board: I have a concern for public health, and have many ideas on implementing ideas toward many or most of the concerns listed under D in the Policy document. I am a concerned and vocal advocate citizen, and have been throughout my residence in Orange County. Otherwise, relevant education and background are that I have an advanced degree (PhD), which I hope will support my candidacy. Reasons for wanting to serve on this board: I have a strong concern for the environment, and see this area as a place where I would see a particular consciousness for this issue. But there is much to be done here, so I hope to help put forward ideas and strategies--in terms of outreach in all cases, and policy or incentives where possible--that would be supportive of the environment. I also have training in conflict resolution (via workshops),which I feel is beneficial potentially.
