PURPOSE: To approve entering into a proposed lease agreement with the Orange-Person-
Ghatham Area Program/Local Management Entity (OPC/LME) to provide for their corporate
relocation to the Northside campus.
BACKGROUND:
As part of a management strategy to reduce administrative overhead, OPC/LME has requested
that the County consider allowing them to relocate their remaining staff into quarters on the
Northside campus, They would in effect be sharing the campus with the Caring Family Network,
the comprehensive services agency now under contract with OPC to operate the outpatient
services for children and families as a result of mental health reform and divestiture.
OPC has historically delivered services to the community through Northside and the County is
not known to have charged OPC rent or separate utility costs, The County and OPC have
routinely delineated cost arrangements for certain other items such as grounds care (County)
and telephone system (OPC) and it is anticipated that a similar arrangement would continue
under this instance. (See attachment for a historical reference that could provide an initial
framework for discussion on the delineation of each entities' responsibilities.)
The exact details and specifications of the proposed lease with OPC will be developed over the
summer break, and will address specific space allocation and potential impact on other
Northside tenants along with acost-sharing consideration, BOCC confirmation of the proposed
lease agreement would enable OPC to begin taking the necessary steps to officially relocate by
the fall of 2006. County provision of space will be recognized as an in-kind contribution, and a
full assessment of OPG occupied space will also be handled in the fall,
FINANCIAL IMPACT:
There is no financial impact associated with this action since the proposed lease agreement
would continue a practice that has traditionally allowed a nonprofit organization to conduct
human service flanctions through a recognized community portal.
RECOMMENDATION(S): The Manager recommends that the Board approve entering into a
proposed lease agreement with OPC at Northside as described, with final documents to be
signed by the Chair pending final review by staff and County Attorney.

Thank you for the time you recently took to meet with us regarding maintenance
and repairs to space occupied by OPC at the Northside complex in Chapel Hill.
As discussed, in the past there has been an informal agreement as to which
buildings and grounds care activities would be the responsibility of Orange-
Person-Chatham Mental Health and which would be the responsibility of Orange
County Public Works, The table below summarizes the areas of responsibility
that we discussed. We will periodically update this list to reflect other areas as
they may arise.
