PURPOSE: To consider a proclamation declaring October 2017 as Disability Employment
Awareness Month in Orange County.
BACKGROUND: October is National Disability Employment Awareness Month.
Persons with disabilities have skills, talents, and dreams, and with respect and acceptance,
individuals with disabilities — mental or physical — can participate in society and the work force to
their fullest capacity.
Workplaces welcoming of the talents of all people, including people with disabilities, are a critical
part of Orange County efforts to build an inclusive community and strong economy.
Johnny Burnette with the NC Division of Vocational Rehabilitation will be at the meeting to
receive the proclamation.
FINANCIAL IMPACT: There is no financial impact associated with approval of the proclamation
and recognition of National Disability Employment Awareness Month.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.

• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation
RECOMMENDATION(S): The Manager recommends that the Board approve the proclamation
designating October as Disability Employment Awareness Month and authorize the Chair to sign
the proclamation.

DISABILITY EMPLOYMENT AWARENESS MONTH
OCTOBER 2017
WHEREAS, October is National Disability Employment Awareness Month; and
WHEREAS, workplaces welcoming of the talents of all people, including people with
disabilities, are a critical part of our efforts to build an inclusive community and strong
economy; and
WHEREAS, the United States Department of Labor has designated October as National
Disability Employment Awareness Month to bring greater awareness to the many
contributions people with disabilities make daily to all communities; and
WHEREAS, Orange County recognizes that persons with disabilities offer the workplace
great talent and we cannot afford to overlook or not use to their talents to the highest
potential; and
WHEREAS, Orange County believes diversity in the workforce is reflective of our
community's commitment to inclusivity;
NOW, THEREFORE, we, the Orange County Board of Commissioners, do hereby
proclaim October 2017 as Disability Employment Awareness Month and encourage
employers, schools and other community organizations in Orange County to advance its
important message that people with disabilities are equal to the task throughout the
year.
