PURPOSE: To consider making an appointment to the Carrboro Board of Adjustment.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (Position #2) "Transition Area" representative (Given the
length of time that this position has been vacant, since 2013, the Carrboro
Alderman are exercising the "90 day rule" and requesting that a resident of the
Town of Carrboro be appointed) for Wil Heflin expiring 02/28/2019.

This position has been vacant since 2013. PSA's have been sent out repeatedly
without success.
FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making an
appointment to the Carrboro Board of Adjustment.

A motion was made by Alderman Chaney, seconded by Alderman Seils, that this resolution be
approved.
A RESOLUTION REQUESTING APPOINTMENT(S) TO THE
BOARD OF ADJUSTMENT
WHEREAS, the seats reserved for residents of the town's extraterritorial planning area and the
town's join planning transition area have been vacant since 2013; and,
WHEREAS, the Town Clerk has advertised for the vacancies with no success in recruiting for
residents that meet the requirements; and,
WHEREAS, the Carrboro Town Code allows for the Board of Commissioners to appoint other
residents of the county(including residents of the Town of Carrboro).
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN
OF CARRBORO THAT:
SECTION 1: The Orange County Board of Commissioners are hereby requested to appoint the
following applicant to the seat identified below:

I love Carrboro. As a resident of Carrboro for the pat 4 years, I ve been privy to several years of
concentrated growth and development. This has created both opportunities &challenges, which
require thoughtful consideration, community input, and sustainable focus to successfully
address. The town is uniquely situated in the Triangle to promote a progressive, community-
oriented development track and to ensure the wellA- being of all members of the economic&
social spectrum. As a true believer in the uniqueness & beauty of Carrboro and its incredible
people, I would like to lend my voice, experience,
knowledge, and time to that process. I am passionate about the future of this town &want to
give back to it in a meaningful
way. I believe the Planning Board is one of the best opportunities to do so.
