I worked with a large variety of stakeholders, including public health and environmental organizations, industry, federal, state and local governmental agencies, environmental justice groups and academics. I believe my over 32 years of work experience with the EPA, as well as my experience as a private lawyer,will help me to be effective in working on complex planning issues and work effectively with a broad range of citizens and advocates. In addition, when I lived in Washington DC I served as a volunteer on the citizen zoning adjustment committee for Capitol Hill where I lived. My experience in working with members of my neighborhood and resolving differences of opinion related to development and additions to existing homes will, I believe, be extremely useful in working on the OC Planning Board. Please see the answers provided to the question for the Board of Adjustment. What unique perspective can you bring to the Orange County Planning Board? My husband and I have lived for over 23 years in the county. I love the rural beauty and character of where we live, off of Mt. Sinai Road, while also loving the vibrancy, retail and commercial spaces and opportunities for entertainment provided by downtown Chapel Hill, Carrboro and Hillsborough. I would strive as a participant on the Planning Board to preserve that balance of services within the county and feel I am well-qualified to do so based on my many years at the USEPA, where balancing environmental protection and sustainable economic growth is essential. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I believe the board s responsibilities are to ensure achievement of the county s long-term comprehensive plan for development and conservation of open space. These twin goals, which are linked to the promotion of transportation alternatives, infrastructure development, conservation of farm and park land and fostering desirable economic growth in designated areas, are crucial to sustaining the county s virtues for years to come. I hope to be an active participant on the board, educating myself fully about projects which come before the board, and raising questions or offering alternative approaches as appropriate. I would very much hope to be a constructive participant on the board, seeking to reach agreements through compromises which equitably take into account the needs of various stakeholders. What do you consider to be be the most important issues facing Orange County related to growth? Preservation of open space, including farm land and park land while permitting sustainable growth and economic development. Ensuring consideration of infrastructure and transportation needs when reviewing applications so that proponents are required to contribute to the provision of services needed to support their projects. Preserving the rural buffer, What role should the Planning Board take in guiding and regulating growth? The Planning Board needs to provide leadership in regulating growth. It needs to articulate the factors that it considers when reviewing projects and consider the way in which proposals are consistent with or antithetical to the county s long-term plans for growth and preservation of open space. It must reflect the views and priorities of the BOCC and identify for the BOCC ways in which a proposal supports, or fails to enhance, the county s comprehensive plan and long- term priorities. How would you, as a member of the Planning Board, contribute to the implementation of the Board of Commissioners' adopted Goals and Priorities? As noted more fully in my response to the same question for the Board of Adjustment, I believe that my expertise in and knowledge of environmental law and policy would enable me to contribute significantly to the implementation of the Commissioners goals and priorities. I believe my long experience in working with a broad variety of stakeholders would be invaluable to the Board in helping to understand the many facets of specific projects and help weigh the pros and cons of such projects in light of the goals and priorities. I am very much committed to the preservation of the county s rural areas while providing for sustainable growth within the county and believe my capacity to comprehend and balance the needs of different parties, including environmental justice communities,would be useful in implementing the goals and priorities. Orange Water&Sewer Authority Board of Directors Please list/explain your experience, either professionally and/or from other boards/commissions that you have in the areas of budget, personnel, and management. My experience as a leader and manager in the USEPA required me to develop budgets for my 55-person division, address multiple personnel matters and manage the development of complex regulatory actions with an ever-shrinking budget and workforce. From 1991 to my retirement in 2013, I was a member of the Senior Executive Service at EPA which required me to lead and manage different organizations over the course of that period. I believe my experience will be invaluable in helping make decisions on budget matters, including decisions on where to reduce expenditures, and that my work as a manager will enable me to work with a wide variety of personnel and stakeholders to develop compromise positions where parties are not in agreement. In addition to the experience listed in the question above, please list the work/volunteer experience/qualifications that would add to your expertise for this board. My training and experience as a lawyer and an expert in the Clean Air Act will enable me to understand, interpret and explain complex legal and regulatory requirements. My knowledge of environmental law and policy will help me work with a broad group of interested parties on difficult and complex questions affecting the county s environment and desire for sustainable growth. What do you see as the responsibilities of this board, and what do you hope to accomplish if appointed? I believe the board is responsible for ensuring a sustainable environment and provide services appropriate to that goal. I believe the board needs to weigh pressures for expansion and growth of water and waste infrastructure to ensure that adequate infrastructure and services are provided within the constraints of the county s budget while protecting the county from unrestrained expansion of services and ensuring conservation of farm and park land. What is OWASA's role in growth/development issues? I believe that OWASA plays a central role in growth and development issues. Access to water and sewer is essential for large-scale development. If too many hook-ups are provided, the county may grow exponentially and lose the rural beauty, farm land and park land, all of which 10 Page 4 of 4 Lydia Wegman contribute to making it an exceptionally livable area for its citizens. Making informed and intelligent decisions, weighing thoughtfully the pressure for repairs and expansion against the need for preservation and explaining clearly and fully its decisios are key roles for the board. Purpose 1. To establish a policy and procedures whereby the Orange County Board of Commissioners will establish the specific policies and procedures governing the Planning Board. 2. The Orange County Board of Commissioners may appoint an advisory board whose duty is to serve in an advisory capacity to Orange County Board of Commissioners. B. Authority 1. The Orange County Advisory Board Policy serves as the underlying policy document to which the Planning Board, in addition to this policy and procedure document, is subject. The Orange County Advisory Board Policy is attached hereto as "Exhibit A". 3. In the event that there is a conflict between the Orange County Advisory Board Policy and this Policies and Procedures document this Policies and Procedures document shall control. C. Charge 1. The charge of the Planning Board is contained in Section 1.6.3 of the Orange County Unified Development Ordinance. The purpose for which the Planning Board was formed: to serve in an advisory capacity to the Orange County Board of Commissioners in regards to planning, zoning, and subdivision matters, as provided in Section 1.6.3 of the Orange County Unified Development Ordinance. SECTION II: GOALS AND OBJECTIVES A. Goals 1. The Planning Board shall carry out the duties contained in Section 1.6.3 of the Orange County Unified Development Ordinance to the best of its ability. B. Objectives 1. Acting under the directives of the Board of County Commissioners and with County staff, the Planning Board shall pursue the duties contained in Section 1.6.3 of the Orange County Unified Development Ordinance. SECTION III: MEMBERSHIP 13 APPROVED 11/8/2012, AMENDED 11/5/2015 A. Authority 1. North Carolina General Statute 153A-76 grants boards of county commissioners the authority to establish advisory boards and to appoint members to and remove members from those advisory boards. In acting on this authority the Orange County Board of Commissioners hereby establishes certain general conditions to which applicants and members of advisory boards should conform. B. Composition 1. Planning Board composition is detailed in Section 1.6.1 of the Orange County Unified Development Ordinance. Additional membership requirements are listed in said Section of the UDO. 2. The Planning Board does not have alternate members. C. Chair, Vice Chair, and Secretary 1. The Planning Board shall elect by majority vote a Chair and Vice Chair from among its members at the regular meeting in January of each year. 2. Chair and Vice Chair terms of office shall correspond to the requirements of the Orange County Advisory Board Policy. 3. The Secretary of the Planning Board shall be the Planning Director or his/her designee. 4. The Chair and Secretary shall ensure that each Planning Board member is presented with a copy of the Planning Board's charge, scope of authority, membership responsibilities, and code of conduct when the Planning Board member is appointed to the Planning Board. 5. The Planning Board Chair, or Vice Chair in the Chair's absence, shall attend quarterly public hearings and Board of County Commissioners meetings at which a decision is scheduled for items on which the Planning Board has made a recommendation. SECTION IV.MEETINGS A. Staffing 1. The Planning Director shall perform the duties set forth in Section 1.6.4 of the Orange County Unified Development Ordinance. B. Agendas 1. Items for agendas shall be approved by the Planning Board Chair and staff. 2. The designated staff will develop and distribute to each member an agenda listing the matters to be considered at upcoming advisory board meetings. The regular meeting agenda and materials shall be distributed at least seven (7) calendar days before the regular meeting 14 APPROVED 11/8/2012, AMENDED 11/5/2015 C. Date, Time, and Location of Regular Meetings 1. Regular Meetings of the Planning Board shall be held on the first Wednesday of each month. The start time and location of the meeting shall be included on the agenda and shall typically be 7:00 p.m. at the Orange County West Campus Office Building located at 131 West Margaret Lane, Hillsborough. The Planning Board Chair, in consultation with staff, shall have the authority to change the start time and location of a regular meeting to meet any special circumstances, provided the information is included on the distributed agenda. D. Notice of Meetings 1. Notice of regular Planning Board meetings and agendas shall be made available to all members and interested parties, and to any person who requests such notice, at least seven (7) days in advance of the meeting by e-mail and by posting on the Orange County government website. 2. Notice of public hearings shall conform to the notice requirements of Section 2.3.6 and/or 2.8.7, as applicable, of the Orange County Unified Development Ordinance. 3. Agenda materials for public hearings shall be distributed to Planning Board members and posted on the Orange County government website for interested parties a minimum of ten (10) calendar days prior to the public hearing. E. Quarterly Public Hearings 1. Planning Board members are expected to attend the quarterly public hearings held by the Board of County Commissioners. The dates of said hearings are established each calendar year by the Board of County Commissioners. 2. Failure to attend at least two quarterly public hearings per calendar year may result in removal from the Planning Board, as detailed in Section III.H of the Orange County Board of County Commissioners Advisory Board Policy. F. Neighborhood Information Meetings 1. Planning Board members shall be encouraged to attend Neighborhood Information Meetings (NIMs) for Class A Special Use Permits and Conditional Zoning Districts. At-Large members and members representing the Township in which a particular development project is proposed are specifically encouraged to attend the NIM. 2. Planning Department staff shall keep Planning Board members informed of upcoming Class A Special Use Permit and Conditional Zoning District NIMs via e-mailed messages. Said e-mail messages shall be sent to 15 APPROVED 11/8/2012, AMENDED 11/5/2015 Planning Board members on the same date, or shortly after, the notifications are mailed to adjacent property owners. SECTION V. ORIENTATION A. Attendance 1. Each member shall attend an orientation presented by the Orange County Staff to familiarize the advisory board members with the operation of County government, the Planning Department rules, and the operating procedures of the advisory board. 2. Each voting member will be encouraged to complete the orientation within six weeks of his or her appointment and participate in at least one meeting with the staff. SECTION VI.BY-LAWS A. By-Laws 1. Any Bylaws adopted by the Planning Board are void and no further bylaws shall be adopted. Procedure shall be governed solely by this policy document and the General Advisory Board Policy Document. 2. For example, Orange County prides itself on preserving nature, environmental concerns, etc and this board should help in the development and recommendation of plans to the BOCC that are in step with those beliefs. I think the most important issue facing Orang County and its growth is that many, many people move to this county from our Triangle neighbors to live in a place that is more peaceful. Most of us enjoy nature and like to live in communities that are not a stonesthrow from commercial entities. The problem with this is that because we as residents tend to not like industry/commerce in our backyards, the residents have higher property taxes than the surrounding counties. I understand that the work of the Economid Development board is to try and develop our economy by increasing the commercial prescence, which will ultimately take some of the pressure off of residential property taxes. But this will be a difficult line to walk, as while no one likes to pay higher taxes, many residents also want to maintain the setting we have in Orange County. What role should the Planning Board take in guiding and regulating growth? I think that the Planning Board should keep as it s guiding principle the reasons that people choose to live in Orang County. If we all wanted to live in highly developed, commercial and industrial areas,we would live in Wake or Durham county. But we do not, and in fact, many of us have moved from those counties to escape those types of areas. I think the Planning Board needs to consider the values and desires of residents in the communities near to any proposed developments. This sprawl takes up large amounts of natural areas, for low density housing, which will often be occupied by commuter families which may travel as far as Raleigh or Greensboro for work; an unsustainable system environmentally, economically and socially. It increases carbon emissions and habitat destruction and fragmentation, it causes a lot of money to leave the economy as people often leave the county to work and shop, and it weakens peoples connections to their community as people spend much of their days focused on their work outside the county. What role should the Planning Board take in guiding and regulating growth? It is the responsibility of the Planning Board to work with the Planning Department and the County Commissioners to create a viable development plan for the county. As a volunteer board, it should also make more of an effort to survey residents of the county to ensure they are happy with developments. I am cognizant of the economic, personal, political, and public perception implications a deal can have. Through my own negotiations, I have learned about the importance of timing, and empathy within any deal. While working with the board I plan to use my strong interpersonal skills to work effectively with board members and community partners to accomplish our goals. Second, I have practical experience on how deals are found, developed, and completed. I understand the various types of value advantages a deal can produce. Beyond the scope of the law, I can read and build pro-forma breakeven analysis charts, cash flow projections, and have a working concept of some corporate financing tools. This work will advise me on how we can better foster these relationships and growths going forward in the planning of Orange County. I am determined to be successful despite growing up with two parents who suffer from drug addictions. I have overcome spending my middle school years living in a crack house with my little brother John. After raising my brother in that environment for nearly two years, my house was raided by SWAT and we were placed in a Child Protective Services (CPS)group home. The group home was toxic, we were abused, and no one expected us to succeed. However, I learned that you need to be aware of the opportunities that exist through creative application of rules and regulations. CPS allocates funds per child for living expenses, and by leveraging CPSa€TMs resources in combination with private scholarships, we were able to get out of the group home for the summers. Fortunately, my brother received three scholarships to attend a summer camp in the Adirondack Mountains. I was privileged to participate in three programs: a service trip to build a cafeteria in Belize, an exchange trip to China, and even spent a summer at Harvard. I want to apply my ability to identify creative strategies has enabled me to see tremendous opportunities that have been overlooked. Operationally, the Board reviews proposed projects to make sure they adhere to established regulatory requirements, align with BOCC initiatives, synchronize with economic, social and environmental goals.
