SHSC Master Plan Summary Sheet PURPOSE: To consider approval of a conceptual master plan for the Southern Human Services Center (SHSC) property. BACKGROUND: The SHSC property contains 33..24 acres and was purchased by Orange County in 1992. In July 1994, the Town of Chapel Hill approved a Special Use permit (SUP) for the 34,500 square foot SHSC and associated parking and landscaping plus the Women's' Center on the northwest portion of the property. In 2005, the SUP was modified to include the 25,000 square foot Southern Orange Senior Center plus parking and landscaping nn the northeast earner of the property adjacent to Homestead Road. In 2004 discussions leading to selection of the Senior Center site, the BOCG considered "Map #1, Southern Human Services Campus Master Plan" included as Attachment 1a. This map identified two potential development areas (sites 1 and 2) in the southwest corner of the property; a potential building site northeast of the existing SHSC building (site 3); and the area ultimately chosen for the Senior Center (site 4) in the extreme northeast corner of the property. To aid in evaluation of site potential, ERCD prepared "Pros and Gons of Potential Building Sites" (Attachments 3a and 3b).. Further review of the site by a Space Needs Work Group Subcommittee in 2006 lists the following ideas depicted on Attachment 4: • Sites 1 and 2 to be considered a nature preserve as noted by ERCD in 2004; • Site 3 suitable far future development; • Site 4 scheduled for the Senior Center (under construction); • Site 5 for future expansion of the existing SHSC building; • Site 6 to the south of the existing SHSC building suitable for future development; and • Site 7, the old small white house site, suitable for future development if significant trees are protected to the highest degree possible,. Note: The entire SHSC site is encumbered by a Town of Chapel Hill SUP. As changes are made, it will be necessary to amend the SUP in accordance with Town ordinance requirements and schedules. There does not appear to be any floor area ratio (FAR) constraints on the entire site except for environmental features and parking. FINANCIAL IMPACT: None at this time. RECOMMENDATION(S): The Manager recommends the Board receive as information and provide direction to staff concerning next steps. The proposed parking lots may be reduced by the availability of public transit, The parking needs were calculated using an estimate of 1 space/300 sq ft of office space. Each parking space requires roughly 400 sq ft, which includes enough square footage for the necessary drive isles.. 9 The building footprints indicated are an approximation, the actual footprint would probably be less than 11,000 sq ft.
