PURPOSE: To discuss further the appointment to the Board of Health that was formally made
at the Commissioners' February 7, 2017 Regular Meeting.
BACKGROUND: The Board of County Commissioners, at their February 7, 2017 regular
meeting, formally appointed Dr. Rosalind Barber to a partial term, in Position # 8, the At-Large
Citizen/Commissioner position, though the Board of Health had submitted their recommendation
for Ms. Johanna Birkmayer, for this position (recommendation letter attached).
Afterwards, there was some concern by the Health Director and the Board of Health about this
appointment and thus it is being brought back for further discussion/reconsideration.
Dr. Colleen Bridger, Health Department Director, will be in attendance to review the Board of
Health's concerns about this appointment and to answer any questions from the
Commissioners.

Previously you stated that you needed the BOH's recommended appointments sometime this week to
place on the upcoming BOCC agenda. Below are the two BOH recommended appointments:
Jennifer Deyo for the Pharmacist position
Johanna Birkmayer for the At-Large position
These are the persons that will be voted on this Wednesday,January 25th at the BOH meeting to be
recommended to be forwarded to the BOCC. I can send you another email to confirm that they have
actually voted; however, I didn't know what day of this week was the actual cutoff date to have items
placed on the BOCC's agenda.

Background, education and experience relevant to this board:
I am excited by the opportunity to apply my extensive background and experience in public
health to the efforts of the Board of Health in Orange County. I would bring to the Board an
understanding of how effective public health policy can shape population- level behavior as well
as support effective services and programs to further improve health at the individual level. I
have a Masters in Public Health from the Department of Health Behavior at the UNC Gillings
School of Global Public Health and a PhD in Health Policy from Harvard University.
My work experience has spanned public health topics and projects, domestically and globally,
with direct relevance to health issues facing residents of Orange County, North Carolina. I have
worked as an evaluator for a county health organization conducting community assessments
and evaluating health services, mental health and health promotion programs; directed federal
technical assistance projects to assist State substance abuse prevention agencies design
evidence-based prevention policies and program; and directed an analytical support contract to
monitor State compliance with the SYNAR program, a Federal performance system requiring all
States to reduce youth access to tobacco products. Globally, I have designed community
health assessments, collaborating with local leaders to interpret and use results to design
community health programs and designed, implemented and evaluated vaccination, malaria and
diarrheal disease programs. Over the last 8 years I have focused extensively on tobacco control
policy. Before moving to North Carolina, I was the research director for a DC based advocacy
organization and provided assistance to civil society organizations in low-and middle-income
countries to use data and evidence to advocate for effective tobacco control policies. Currently, I

am coordinating the work of multiple international organizations funded through the Bloomberg
Philanthropy to support the enactment of effective tobacco tax policies to reduce tobacco use,
again in low-and middle-income countries.
In alignment with the Boards€TMs current focus on substance abuse, I would bring to the Board
a deep commitment and extensive technical knowledge and experience in the policy options
available to communities to reduce the negative impacts on families and the community affected
by substance abuse, including tobacco, alcohol, and illicit drugs. I have evaluated substance
abuse programs, conducted research on the impact of alcohol, illicit drugs and tobacco policies,
designed tools to assist local communities assess substance abuse issues, conducted reviews
of best practices, provided technical assistance on best practices to governments and trained
civil society groups to advocate for effective public health policies. My policy interest and
expertise is directly applicable to other priority issues for the current Board, including food policy,
physical activity, and mental health, among others.
From experience, I know that the potential of policies to improve population-level health are
often hard for both the public and policy makers to understand and thus support. I would bring
the Board a grounded understanding of the positive impacts and a great deal of experience
communicating and promoting the importance of such policies. My work experience spans
cultures, languages, and political systems in the United States and globally. I would bring this
experience and a sincere commitment to understanding and improving the health of all persons
in Orange County.
Reasons for wanting to serve on this board:
I moved with my family to Orange County in 2015, and we plan to make North Carolina our long-
term home. I have time and energy available and am actively looking for an opportunity to
contribute to our community. I believe my skills and experience are directly applicable to the
work of the Board and that I can contribute in a meaningful way to the Boards€TMs efforts to
support and promote the health of all members of our community. After many years working
globally to improve health, I am excited by the opportunity to utilize my skills, commitment, and
time to contribute locally.

University with a Doctor of Pharmacy degree. I have been a registered pharmacist for 35 years
and have worked in a variety of settings, most recently at Blue Cross & Blue Shield of NC. I have
also worked at Kaiser Permanente(clinical pharmacy coordinator), John Umstead Hospital (now
Central Hospital), AccessCare, and Piedmont Health Services (formerly Orange-Chatham
Health Services, a local network of community health centers. I understand general clinical
pharmaceutical care including mental health, Medicare Part D, community health center care,
and insurance coverage.
Reasons for wanting to serve on this board:
I believe I can be of assistance to the Board of Health with my varied background in pharmacy
care. Now that I am retired, I have time to devote to it and would enjoy the opportunity.

community. I have worked with student teams who have completed projects for the OCBoH,

health needs of the county and the active role of the OCBoH in promoting health in our
community. As someone who has a background in both law and public health, and who has

I have long wanted to become more involved with community organizations, but have had an
extremely heavy teaching load which, combined with my responsibilities as the mother of a
teenager, have made it difficult for me to commit additional time. In my new role as a faculty
member in the Public Health Leadership Program at UNC, one of my responsibilities is to
maintain a connection to the public health community, so when I learned of an upcoming
vacancy on the BoH, it seemed like a natural fit. When I have attended BoH meetings in the
past, I have been favorably impressed with the board dynamics. As well, with the change in the
national administration and ongoing issues within the NC legislature, I believe that my particular
skills and experience- in law and public health, programs, policy and advocacy-would be useful
as the Board continues to work to secure and improve the health of Orange County residents.
