Re: Information Item—Amendment to FY 2016-17 Approved Outside Agencies
During the FY 2016-17 budget process, Mental Health of America and Freedom House applied
separately and were approved separately for funding through the Outside Agency process.
Mental Health of America was approved for $5,000 and Freedom House was approved for
$30,000 for FY 2016-17 services as outlined in each agency's submitted funding application.
On July 24, 2016, Orange County received notification that Mental Health of America and
Freedom House had merged with supporting documentation outlining the merger and the
dissolution of Mental Health of America. In the merger agreement, the scope of services of both
Freedom House and Mental Health of America were outlined. The documents received were
forwarded to the County Attorney's office for review. We received approval and advice from the
County Attorney's office on October 12, 2016 on how to proceed with executing a performance
agreement.
A performance agreement was executed for Freedom House with an appropriation of$ 35,000
for FY 2016-17.
