BACKGROUND: In October 2005, the County solicited bids for the roofs that were identified on the Roof Replacement schedule developed by Jeff Spady, who was then with an engineering firm called CTL. The collective bid for all roofs significantly exceeded the funds that have been allocated by the Capital Investment Program, so the bid was not awarded, Adequate funding is, however, available to complete the work for the Courthouse, The Courthouse roof was scheduled far replacement last year and continues to pose maintenance issues. Upon evaluation and advice from consultants, it appears in the County's best interest to complete the roof work prior to the commencement of the expansion project and certainly in advance of the renovation of the interior of the existing courthouse, To that end, the bid is recommended to the Board for award, The contractor, CFE, Inc, has agreed to honor the price submitted for this work in October 2005, The scope of work contained in this award encompasses the replacement of the complete roof of the courthouse in addition to repairs and painting of the cornice, trim and cupola. The timeframe for completion of the work will be 90 days after Notice to Proceed, as specified in the bid. FINANCIAL IMPACT: The bid award for this project totals $198,098 including the pro-rated amount for mobilization and bonds (which were submitted as a lump sum for all of the roof work), The New Courthouse Renovations Capital Project includes sufficient funds to complete the work outlined in the Background section of this abstract, RECOMMENDATION(S): The Manager recommends that the Board award a bid and approve a contract, contingent upon Attorney and staff review, to CFE, Inc. of Apex, NC in the amount of $198,098; and authorize the Chair to sign on behalf of the Board.
