PURPOSE: To consider awarding a bid to Ken Moser Company of Raleigh, NC to replace all
windows at the Parks and Recreation facility at the Richard Whiffed Center far a sum not to
exceed $73,917.
BACKGROUND: The windows currently in the building are believed to he original to the
building (circa 1957). The gymnasium windows, located approximately twenty feet from floor
level, were previously operated by hand crank and chain mechanisms which have not
functioned for several years. Since the gym building was provided with central air
conditioning in 2002, operable windows are no longer required for ventilation, so non-
aperable windows have been specified in this area, There are concerns that gym windows
inadvertently left open during periods of rain could cause damage to the wood gym floors,
Wood flooring manufacturers as well as companies that resurface these floors recommend
inoperable windows due to the humidity common in this climate. The gym floor was
resurfaced in March of this year at a cost of $11,455. Corley Redfoot Zack reports that none
of the school buildings constn~cted in recent memory has had operable windows for the
reasons stated above. Bill Kelly of Chapel Hill-Carrboro City Schools reports that no school
gymnasiums in that district have operable windows, Each office an the first floor of the
building will be provided with an operable window,
The specifications that were developed by staff, including Energy Conservation Team
members, include Low E windows that meet or exceed the Federal Government's Energy
Star rating. Of the seven contractors solicited, two bidders responded, Ken Moser Company
of Raleigh, North Carolina submitted the lowest responsive bid of $73,917..
Work will be coordinated by the County and the contractor to minimize disn~ption of
programs. By contract, the project is to he completed within 70 days following the Notice to
Proceed.
FINANCIAL IMPACT: Sufficient funds to cover the bid award of $73,917 are available in the
Central Recreation Center Capital Project. The Board approved 2004 Two-Thirds Net Debt
funding of $635,000 far renovations and repairs of the Central Recreation Center, The funds
were to cover casts of repairing and up fitting public use restroams, replacing gymnasium
windows, restoring gymnasium floor and replacing doors and locks throughout the facility, To
date, expenditures from this project total $13,500 including restoration of the gym floors at a
cast of about $11,455.. With the award of this bid for the window replacements, unexpended
funds in this project will be $547,500 to complete the remaining components of the project.
RECOMMENDATION (S): The Manager recommends that the Board award a bid to Ken
Moser Company of Raleigh, North Carolina far a total of $73,917 and authorize the
Purchasing Director to execute the necessary paperwork,
