PURPOSE: To approve the recommended Home and Community Care Block Grant for Older
Adults Funding Plan for FY 2006-2007.
BACKGROUND: The NC Department of Health and Human Services established the Home
and Community Care Block Grant in July 1, 1992. The grant did not create new funding
streams but combined funds appropriated to the Department on Aging, Department of Social
Services (DSS), and .)oint Orange Chatham Community Action Agency (.JOCGA) to administer
programs for rural and minority law-income elders.
The Block Grant requires that the Funding Plan be approved by the Board of County
Commissioners. The funding level estimated by the State for Orange County in FY2006-2007
is $408,977, the same amount as FY 2005-2006, The Home and Community Care Technical
Advisory Committee, composed of representatives from DSS, .IOCCA, the Aging Department,
and the County Manager's Office, met and reviewed the plan an April 28 and supported the
continuation of current outreach/services delivery and resource allocation. The Funding Plan is
on the agenda for the Advisory Board on Aging to consider at their next regular meeting to take
place on June 14• traditionally they have endorsed the recommended Funding Plan as
presented. The recommended Funding Plan is attached.
FINANCIAL IMPACT: The Home and Community Care Block Grant for FY 2006-2007 provides
for a total of $408,977 in State funding to support aging services throughout Orange County.
The required match is provided through in-kind contributions.
RECOMMENDATION(S): The Manager recommends that the Bcard approve the Home and
Community Care Block Grant Funding Plan for FY2006-2007 in the amount of $408,977 and
authorize the Chair to sign the grant documents.

JOCCA
Congregate Nutrition
.IOCCA has six Congregate Meal Sites located in $93,895 $93,895
Orange County. A site manager is located at each
site and is responsible far the daily operation of
nutrition programs and meals. There are also three
coordinators of services responsible for the
coordination, outreach, referral and provision of
services to low-income families and individuals.
These services include, but are not limited to
weatherization, housing rehabilitation assistance,
financial emergency assistance, Older Workers
Pro ram, and information and referral.
DSS
In-Home Aid Services $32,869 $32,869
Home and Community Block Grant enables low-
incame, minority individuals to defer or prevent
institutionalization by providing quality services to
meet basic needs, These services include the
performance of essential home management and
personal care tasks rendered under guidance and
su ervision.
Aging
Senior Center Operations $76,494 $76,494

Transportation
Daily Fixed route transportation is provided for $73,394 $73,394
seniors to attend activities at the four Centers and
