Item No. ~_ SUBJECT: Contract Approval with Summit Engineering for Topographic Survey for New Hope Park at Blackwood Farm DEPARTMENT: Environment and Resource PUBLIC HEARING: (Y/N) No Conservation, Purchasing ATTACHMENT(S): Survey Proposal INFORMATION CONTACT: Dave Stancil, 245-2590 Pam .!ones, 245-2652 PURPOSE: To award a contract for professional services associated with a topographic survey of the property planned far the New Hope Park at Blackwood Farm to Summit Engineering of Hillsborough. BACKGROUND: On May 16, 2006, the Board approved appointments to form the New Hope at Blackwood Master Planning Committee. The Committee charge will be to develop a Master Plan for the New Hope at Blackwood Park. In order to design the park infrastructure and facilities, the County needs the property surveyed to provide the topographic mapping (contours) and location data (structures, streams, specimen trees). Orange County solicited proposals from 8 local surveyors and received 2 responses, from Summit Consulting Engineers of Hillsborough and Landmark Surveying of Graham, Selection criteria included, but were not limited to, the quality of the proposal, technical capabilities, and previous experience in performing survey work for the County. As per state law, selection of firms far surveys are based on qualifications, from which a price for services is then negotiated. The selection committee chase Summit Consulting Engineers of Hillsborough based on the responses received. The negotiated price of the survey will not exceed $45,000. County policy requires Board approval for expenditures with licensed professionals, specifically architects, engineers and surveyors. FINANCIAL IMPACT: The projected cost of the survey as negotiated would not exceed $45,000. Funding for this work has been included in the CIP and would be available on July 1. No costs would be incurred before that date.
