PURPOSE: To consider making an appointment to the Historic Preservation Board.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (Position #4) "At-Large" for Stephen Peck expiring

Background, education and experience relevant to this board:
Life long keen interest in history, particularly local and southern history. Majored in southern
history at UNC-CH. Docent and lecturer at Burwell School for past 5 years. Have developed
tours for the Alliance for Historic Hillsborough as a volunteer. Many call me a local historian
which accept as moniker if it means someone a lifelong and dogged interest in the past, it
memory and preservation.
Reasons for wanting to serve on this board:
I believe preservation is key to the understanding of the past. To walk the ground and view or
enter buildings with a special tie to the past allows history be told authentically. Orange County
is one of the ancient counties of NC. As a mother county Orange history is critical to
understanding huge swathes of NC. Recognition and preservation of historic sites is a major
key to that understanding for the current and future generations. I feel I can be an advocate and
scholar for preservation in Orange County.

I have a masters degree in instructional design and am ABD in Educational Research with an
emphasis in adult education and educational economics. I have taught at two universities and
one community college. Most recently, I served on a volunteer committee for the Chapel Hill
Carrboro City Schools to review their vocational curriculum.
Reasons for wanting to serve on this board:
I am deeply committed to the success of our community college system. As a project
coordinator for a STEM project at Florida A&M, I counseled students who would not have been
able to afford college if they had not been able to complete their general education credits at the
community college. For many students, especially those in rural and under-funded urban high
schools, the community college helps build the study skills and academic independence needed
to be successful in a 4-year school. The community college also serves the needs of adult
learners who need basic academic and technical skills. This is a population that I believe is not
always well represented by academic administrators.

I have served on this board as an OWASA representative for the past 2 years. I would like the
opportunity to continue supporting the implementation of the Mountains to the Sea trail.

Durham Technical Community College Board of Trustees
What improvements do you believe can be made so that DTCC better serves the
residents of Orange County?
I don't know enough as an outsider to recommend improvements. However, I can say that
through my work with the vocational training program at Chapel Hill Carrboro City Schools, I do
think there could be a closer working relationship between Orange County's public schools and
Durham Tech. I'd also like to see a close working relationship with the Economic Development
Office if it doesn't already exist. Finally, I would like to see greater emphasis placed on adult
basic literacy. As a county, I would like to adopt the goal of ensuring 100%of our adults can
read and compute basic math at the 8th grade level.

I am a registered architect in the state of NC and have worked on various historical preservation
projects in the state. I have also worked on projects in downtown Durham that have required
approval through the Historic Preservation Commission. I have worked through the detailed
requirements by the commission for building approval, site plan approval, and signage. I also
have experience with various Unified Development Ordinances throughout NC.
Reasons for wanting to serve on this board:
Being a resident of Hillsborough, I appreciate the history and culture of the area. I really enjoy
the preservation process and want the architectural/historical commmunity to thrive as
Hillsborough, as well as Orange County continue to grow.

What unique perspective can you bring to the Orange County Planning Board?
I grew up in Asheville, NC and have watched that area grow and change over time. I think that
Asheville has struggled with growth, however, continues to succeed. I think Orange County and
Hillsborough have a unique opportunity to grow in a very special way. The areas proximity to the
Triangle and it s agricultural background could really make it a unique community for not only
NC but the Southeast region.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I think it s responsibility is to not only serve the citizens of Orange County but also act as a
reasonable and impartial arbiter of private growth. The planning process can be a tedious one
but one with significant impact. What I would hope to accomplish would be to more fully
understand the community and continue to help it grow.
What do you consider to be be the most important issues facing Orange County related
to growth?

Some of the most important issues facing Orange County is reconciling continued growth of the
Triangle region with the cultural community. Potential commercial developments could act as a
key economic driver for the county but could also come at the expense of the character of the
area. Reconciling the two-components is vital. Another vital issue is the ecological/environmental
area. Orange County has fantastic natural features and planning communities around them
could have a major impact for it s residents. Dependent upon a number of factors that could help
increase the communities appeal. Finally, transportation is a major player. A proposed light rail
system could be a boon to the area but leave some behind. Automobile traffic has increased
substantially as the area grows and if not considered carefully could impugn growth and
development.
What role should the Planning Board take in guiding and regulating growth?
Fairness and inclusiveness is key. Considering the impact of potential development projects is
very important, but also understanding the role of development projects in shaping the area is
also key. Also, communication with agents and groups is important. Understanding the planning
process can be difficult and tends to frustrate people without proper knowledge.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
I would help to further the stated goals and priorities but also question these if an issue arises.
