ADVISORY BOARD ON AGING
Minutes
May 9, 2017

The meeting was called to order by Chair Peggy Cohn. The minutes of the April 11, 2017
meeting were approved following the motion made by Keith Cook and the second by Winston
Liao.
Director's Report
Janice Tyler distributed volunteer appreciation gifts from the Board of County Commissioners
(BOCC) to all present Board members. She announced that a proclamation designating May as
Older Americans Month will be presented at the May 16 BOCC meeting. The Advisory Board's
recommendations for membership appointments and reappointments will also be considered
at that meeting.
The Seymour Center will celebrate its 10th anniversary with an event on May 19. Project
EngAGE graduate Lowell Goldsmith will be donating an Edwin White outdoor sculpture to the
Department that will be placed at the entrance of Seymour Center. A concert to benefit the
Music in My Mind Orange County program will be held on June 1 at the Cat's Cradle.
Alicia Perley has been hired as the new Evening Facility Manager for the Seymour Center.
Zhenzhen Yu resigned to accept a position in Beijing and Corina Riley retired April 30 after 30
years with the Department on Aging. Her Facility Manager position is being restructured to a
Program Coordinator Assistant.
Ms. Tyler distributed the June-August Senior Times. The font size has been increased to make it
more readable and the pages have been reformatted. However, these improvements are
resulted in a higher production cost.
The Seymour Center has been nominated in the Helping Hand category for this year's Chapel
Hill-Carrboro Chamber of Commerce Excellence Awards.
Old Business
Ms. Tyler distributed the County Manager's funding recommendations for the FY17-18
Department on Aging budget. She summarized the items included such as assistive listening
devices for both Senior Centers, chairs for the Wellness Program classroom, lease of a color
copier for Passmore, and funds to offset credit card fees. The Human Services Functional
Leadership Team will appear before the BOCC on May 16 to answer questions. A generator for
the Passmore Center has been included in the Capital Investment Plan budget request. For the
outside agency funding requests the County Manager is proposing increases based on a formula
taking application scoring into account. It is also being recommended that the three community
centers maintain their own operations with a set amount of County money awarded, rather
than an Orange County staff person coordinating the three centers. The NC General Assembly's
decision on local 'impact fees', primarily used for public schools, will result in a funding shortfall
in future fiscal years.
New Business
Janice Tyler distributed flyers advertising the Aging in Community Housing Expo to be held on
May 20 at the Seymour Center.
2017-22 Master Aging Plan
The final Master Aging Plan Update for 2017-22 will be presented to the BOCC on May 16.
Following that presentation the Plan Update will be posted on the Department on Aging
website.
A MAP presentation is scheduled for the Chapel Hill Town Council meeting on June 12. Ms.
Tyler will also make presentations in Guilford County on May 16 and at Lynchburg College (VA)
on June 6.
Three MAP Summer Interns have been recruited for toolkit development, employment, and
faith-based outreach. One opening remains for the persons with dementia living alone
initiative.
The Advisory Board members agreed to meet on July 11 to focus on MAP implementation
strategies. The location will be announced at a later date.
Continuing Projects
Project EngAGE and Senior Resource Teams' "A Quest for a Good Death" event on April 20 was
well attended and received excellent feedback. Yvette Missri is recruiting for Class Four Project
EngAGE and will be facilitating the class this fall.
Committee Progress Reports if needed:
• Dementia Friendly Business Campaign: Lorenzo Mejia reported that 75 trainings have
been held for 55 organizations. A follow-up survey showed that 93% of these
organizations have used practices learned, 43% have modified their programs as a result
of the training, and customers have reported high satisfaction. To increase business'
interest the Campaign has drafted a letter to business centers from nearby continuing
care retirement communities.
• Long Term Care Learning Collaborative: the Direct Care Worker Awards will be held on
May 25 from 4:30-6:00 p.m. in the Passmore Center ballroom; the winners will be
selected from 38 nominees.
• Senior Tar Heel Legislature: Dick White announced that the next STHL meeting will be
held on June 14 & 15.
• Adult Care Home Community Advisory Committee: Yvonne Mendenhall reported that
there is an opening for a new member as one member has resigned.
• Transportation Board: seven new positions are being recommended for OPT in the
FY17-18 proposed budget.
• Housing: Keith Cook announced that this Board will be meeting tonight. New positions
have been recommended for an affordable housing and a home repair coordinator.
• Friends of the Passmore Center: Annual Meeting— May 12 at 10:30 a.m.
• Friends of the Seymour Center: Annual Meeting— May 18 at 2:00 p.m.
There being no further business the meeting was adjourned. The next meeting will be held on
June 13 at the Seymour Center.
