Special Projects, Key Components INFORMATION CONTACT: Craig Benedict, Planning Director, 245-2592 Tom Altieri, Comprehensive Planning Supervisor, 245 -2579 PURPOSE: Provide a brief update on the progress of the Planning Board in carrying out their directive to develop recommendations for a new process to update the Comprehensive Plan, In addition, the County Commissioners may take this opportunity to authorize staff to pursue the development and /or implementation of any specified special projects independent of the ongoing Comprehensive Plan Update.. BACKGROUND: Comprehensive Plan - Update on Planning Board Recommendations: In response to the public comments received at Public Hearings held on the Comprehensive Plan, Land Use Element Update on November 21, 2005 and February 27, 2006, the Board of County Commissioners (BOCC) restarted the Land Use Element Update process and placed the Planning Board in charge of developing a new process for BOCC consideration. The County Commissioners also asked the Planning Board for their suggestions on an approach /process for updating the overall Comprehensive Plan. At the April 5, 2006 Planning Board meeting, a sub- committee of the Board was created and assigned to develop draft recommendations and report back to the full Planning Board for consideration. Prior to this meeting tonight, the Planning Board sub - committee had the opportunity to meet on April 19th and May 17th. Special Projects — Authorization to Proceed: Considering the County's new direction on the Comprehensive Plan Update and the assumption that it may take two or more years to complete, Planning Staff would like to take this opportunity to ask if the following special projects may be pursued independent of the ongoing Comprehensive Plan Update: Efland /Mebane Small Area Plan implementation (this project is also addressed under agenda item A.1.) — implementation will require Land Use Element and Zoning Ordinance text and map amendments. Rural Enterprises /Agricultural Support Enterprises (this project is also addressed under agenda item 8.2.) - implementation will require Land Use Element and Zoning Ordinance text amendments, map amendments are not required. NC 57 /Speedway Area Small Area Plan preparation and implementation — implementation may require Land Use Element and Zoning Ordinance text and map amendments. If authorization to proceed is granted, staff will return to the County Commissioners with a draft process for completion for consideration and approval at an upcoming meeting. Attachment 1 conveys key components to prepare and implement the above referenced projects. FINANCIAL IMPACT: There are no direct financial impacts associated with this item.
