PURPOSE: To receive public comment and BOCC direction on the draft Efland- Mebane Small
Area Plan.
BACKGROUND: An appointed citizen Task Force has been working with Orange County staff
to develop a Small Area Plan for the Efland- Mebane area since January 2005. The draft of the
plan was completed in early 2006 and a Community Meeting was held on March 27, 2006 to
receive citizen comments on the plan.
The draft plan contains numerous recommendations in the following topic areas:
• Water and Sewer
• Land Use/ Community Character /Design
• Transportation
• Housing
• Parks, Recreation and Open Space
• Communications
•
Intergovernmental Issues
• Other Recommendations, including:
• Potential Transfer of Development Rights (TDR) Program
• Emergency Shelters
• Impact Fees
• Historic Preservation
• Incorporation
• Plan Updates

An Executive Summary containing a synopsis of the most significant recommendations made in
the plan is included in the draft plan immediately following the Table of Contents. While the

Executive Summary gives a brief summary of the most significant recommendations, a more
substantial understanding of the recommendations can be gained by reading the
Recommendations section which begins on page 63 and concludes on page 83.
The draft Efland- Mebane Small Area Plan has been made available to interested persons on
Orange County's Planning Department website:

Implementation of many of the recommendations contained in this plan will require revisions to
adopted County policies and regulations. Examples of these policies and regulations include,
but are not limited to:
• Land Use Element of the Comprehensive Plan
o Text
o Map
• Subdivision Regulations
• Zoning Ordinance
o Text
o Map Amendments
o Permitted Use Tables
o Overlay /Design Guidelines
• Water and Sewer Policy
• Water and Sewer Management, Planning, and Boundary Agreement
County Departments and Advisory Boards other than the Planning Department and Planning
Board have interests in or jurisdiction over some of the recommendation topics. These other
departments and advisory boards will need to be part of the implementation process.
FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts
associated with hearing public comments on this item. If the plan is adopted at a later, date,
implementation will require either staff time or a consultant contract to draft regulation changes
and /or subsequent plans (such as a Master Water and Sewer Plan),
RECOMMENDATION(S): The Manager recommends that the Board:
1) Hear comments from any interested parties in attendance;
2) Acknowledge that the public hearing will remain open until the Planning Board review and
comment at which time the public hearing is closed;
3) Refer the item to the Planning Board for review and comment to be returned no later than
June 20, 2006;
4) Direct staff to place the draft plan on the June 27, 2006 BOCC regular meeting agenda
for adoption consideration and at that time direct staff on timeframe and method to
implement recommendations.

'Note: Water and sewer services are going to be available in the Buckhorn EDD area
in Fall 2006. Therefore, it may be desirable to update regulations in the Buckhorn EDD
area and the Buckhorn CIN (recommended for a change in Land Use classification in
the draft Efland- Mebane Small Area Plan) prior to these public services being available.
Other recommendations such as design standards in the Efland Village area may be
more time - consuming.
