PURPOSE: To approve an agreement with Corley Redfoot Zack, Inc. to complete the design
of sewer lines at the Homestead Community Center and to coordinate installation of a sewer
connection from the Homestead Center to OWASA's sanitary sewer system, at a cost not to
exceed $10,000,
BACKGROUND: The septic system at the Homestead Center began failing several years ago
and the facility has continued to operate under a temporary pump and haul certificate. The
BOCC appropriated $90,000 in two-thirds net debt reduction bonds to enable the connection of
the building to the Orange Water and Sewer Authority's (OWASA) sanitary sewer system.,
The Board is requested to approve the accompanying proposal from Corley Redfoot Zack (CRZ)
to complete the design of the sewer connection, Some of the preliminary design work has been
completed in the County Engineer's office, but as outlined on the attached CRZ proposal, a
significant body of work remains. Some of the more time intensive elements include documents
for the North Carolina Department of Transportation (NCDOT) Encroachment Agreement and
the work required by OWASA bath for their approval and the as-built plans following
construction.
CRTs proposal includes construction administration of the project. However, some or all of the
construction administration may be accomplished through the County Engineer's office,
contingent upon the staff resources needed to provide construction supervision of the Buckhorn
Sewer Project.. CRZ will bill construction administration hours only as the County may need
them.
North Carolina General Statutes (NCGS § 143, Article 3D) allow counties to exempt themselves
from a selection process for this type of professional service on any project if the professional
fee will be less than $30,000. In order to expedite the work, more closely comply with the terms
of the temporary pump and haul certificate, and since the cost of work is well under the $30,000
threshold, staff recommend that the County exempt this project from a more formal selection
process.
FINANCIAL IMPACT: Funding to complete this work has already been appropriated by the
Board in the Homestead Community Center Repairs Capital Project Ordinance,
RECOMMENDATION(S): The Manager recommends that the Board:
1) authorize an agreement, contingent upon Attorney and staff review, with Corley Redfoot
Zack for the completion of the design of sewer lines to serve the Homestead Community
Center, with such agreement not to exceed $10,000;
2) pursuant to NCGS § 143, Article 3D, exempt this work from the selection process
prescribed for this type of professional services; and
3) authorize the County Manager to sign an agreement that reflects the content of the
attached proposal,
