Minutes of the Eoe rd of Commis clone rs
November 7, 1955
The Orange County Boe rd of Commi si oners met on tdonday, November 7. 1955,
at ten o'clock s.c. in the Commies ioro is roam. Members ores ant Chairman
R. S. '.3. Hobbs, Commissioners Edvvin Lanier, Dwight M. Ray and Henry S. 'Halke r,
T3emte rs absent Commissioner Sin L. Efland.
The minutes for the meetings held on October 3rd and 19th were resd ty

of Orange County.
Sem Jones presented a road net it ion to the Eoard for 1/f} of a mile in
BLngh¢m Township, The Board agreed tc inspect said road when they make their
next road tour.
The Veterans 9e mice Officer's monthly report w¢s reed by Chairman Hobbs.

Home Demonstration State Supervisor that Mrs. Eonn ie Davis rvi11 be returninc
to her positl on ¢s Negro Home Demonstration Agent, after a years leave of
absence, on January 1, 1956.
Ltr. Lynch, Clerk of Court, nresont ed the monthly report from his pffic e,
He also reported that the recorder's court books and the superior court books
have now been competely separated ¢nd that with this sapsra tion ¢nd the
help of Mrs, Violet Bes on the booktseepine in his office was now satisfactory,
A disc usslon on blanket bonds was held after Mr. Lynch brought up the
question of bonds Tor county employees. Mr, Gattls had bids on blank et bonds
which had been requested by the Board previously. 'dr. Gat tic v:as advised by
the Bos rd to ac ce of the bid :vh ich met the spec iflc at ions set forth by said Eoar
to cover sil county employees. The bonding company accepting said County bond
must be sent an itemized list of ail employees so that ell county employees
will be covered, thereby, leaving no Tray for said bonding campeng to ssy that
ell employees were not covered by said blanket bond.
Upon motion of Co.•mnis sl oner :i`alke r, seconded by Commf esioner Levier, end

C which would insure each employee up to w5, 000.00,
Sheriff Odell Clayton, vras anted his monthly report on arrest made,
conv!ctions etc. He also informed the Boe rd that the State Highway Depert:nent
had cut a road to the side entrance of the jail. Sheriff Clayton requested the
Eoard to reserve e special Parking area for the cars of the Sheriff's
Dep ertment. Upon motion of Comm issioaer Lenie r, seconded by Con:missloner Aay,
and unanimously passed, it was ordered that three pa-king spaces nearest the
east Bids ant r¢nce of the first floor of the courthouse be reserved for the
Shs rift's Department. Mr. Ge tt is was authorized to nut reserved parking signs
on this area.
Upon motion of Commissioner Ls Hier, seconded by Commissioner t;a lk er, and
unanimously passed, it vras ordered that Otis Freeze of Route 2 Hillsboro be
exempt from null tax under the statute giving disable vote revs this exemption,

par month the budget of ;:1800.00 will not be sufficient to continue tho care
of the persons listed in s¢id report, and that the :'slfare Dena rtment will
need ad diti onel funds of appror.imately ;,1310.00 to complete this fiscal year.

A letter from the State Y.o snitel at Butler was read by Chairmen Hobbs, seid
letter rvns billing Orange County for services rendered to James C¢rl Fell, who
was admitted to the State FIospSt sl from Orange County ead lster trensparted to
his home In Kentucky. The letter was turned over to the County Attorney.
`!r, Cleytorn, County Dog '.Va rden, reported that during the month of
September he had picked up 126 dogs, found homes for 17, shot 8, gassed 88 and
sold 17 to Duke Hospital. Pon the month o: Octab¢r he had picked un 64, found
homes for 7, shot 11, gassed 42 and sold 20 to Duke.
Un on motion of Commissioner lY¢lke r, seconded by Commiss loner Lanier, and
unanimously passed, St ras ordered that the County purchase for the use of the

Upon motion o£ Co.uaissloner Lanier, seconded by Commissioner Walker, and
unanimously passed, it was ordered that the mot ios made,~pertaining to the
Greater Cheo el H111 Pi re District, at the Se nteab er 6, 1955r meeting be
aupplemen led .by incarpora ling the desc riptlon of the fire district In seid
motlon. The Clerk was requested to insert sa ld description in the motion
which is recorded on page 602 Sn said minute docket.
The Cheoel E111 City School Adm Snist rstive Unit Board and the Ora ngo
County School Board came before the County Board of Coamis si oners and
requested that a school bond issue be called by ssid County Boe rd of
Commissioners. After a lengthy discussion betne er. the three 9oards the
following motlon was made by Commissioner Lanier, seconded by Commissioner Ray,
and unanimous ly o¢ss ed:
"Thet the Bos rd of County Commis sione rs cell for an election on Tuesday,
.M,arch 27, 1956, by the neo pie of Ore nge County on the question of suthori zing
the issuance oS not more than ;,'2,000,000.00 Sn bonds for school capital outlay
purposes as outline by the Orange County Eoa rd of Educntl on and the Chapel ~E111
District Eoerd of Educ et ion, say funds raised from bonds issued under this
