A RESOLUTION RECOMMENDING A CHAPEL HILL REPRESENTATIVE TO FILL
A SEAT ON THE ORANGE COUNTY HUMAN RELATIONS COMMISSION (2017-06-
261R-18)
WHEREAS,the Orange County Board of Commissioners has requested that the Town Council fill
a Chapel Hill seat on the Orange County Human Relations Commission; and
WHEREAS, the Council has voted to select a representative.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the
Council recommends that April Chang be appointed by the Orange County Board of
Commissioners to serve as the Chapel Hill representative on the Orange County Human Relations
Commission.

Dear Chair Dorosin,
The Orange County Human Relations Commission recommends Anita Sue Kinzer to fill
Vacancy#1,Nora Spencer to fill Vacancy#6, Ana Garcia-Turner to fill Vacancy #8, Matt Case
to fill Vacancy#9, and Nancy White to fill Vacancy#16. The Human Relations Commission
also recommends Marc Xavier's re-appointment to Position#5, and Jacqulyn Podger's re-
appointment to Position#17.
Ms. Kinzer is familiar with the Northern part of the county and will provide additional needed
representation from that area with her background in community engagement.
Ms. Spencer has ties to the University of North Carolina-Chapel Hill community and can help
serve as a liaison between the campus and the rest of the county. Her background has also
equipped her to connect with diverse communities throughout Orange County.
Ms. Garcia-Turner has an understanding of Hispanic and Latino cultures and would provide a
new and valued perspective to the advisory board. She has a background in working with a
variety of different people and will help foster communications between community members.
Mr. Case has a background in mediation on a variety of issues, including race and economic j
justice, and would be a vital resource for future community conversations held by the Human
Relations Commission. He also wants to help the community discuss difficult issues in a 1
meaningful way to better understand one another.
Ms. White has been engaged in recent community discussions regarding racism and was active
in the Hate Free Schools Coalition in Orange County. She also has experience facilitating events
and discussions across different facets of communities, as well as experience with youth from
her previous work that would present an underrepresented perspective to the board.

Orange County Human Relations Commission
Mr. Xavier has been active in communications during Human Relations Commission meetings
and has provided important perspective for community events. Mr. Xavier was seeking a
Master's Degree from Duke University over the past year, which has led to multiple absences.
However, upon completion of his degree in early May, Mr. Xavier has attended and been fully
engaged in all Human Relations Commission meetings and events, and is thus recommended for
re-appointment by fellow Commission members.
Ms. Podger has exhibited satisfactory attendance and participation, and has provided valuable
contributions to the Commission members and the Orange County community during her term
on the advisory board.

A RESOLUTION RECOMMENDING AN APPOINTMENT TO THE ORANGE COUNTY
HUMAN RELATIONS COMMISSION
WHEREAS, the Town of Carrboro has a vacant seat on the Orange County Human Relations
Commission;
WHEREAS, Daniel Ryan has submitted an application to Orange County expressing interest in
serving as a Carrboro representative.
NOW, THEREFORE BE IT RESOLVED BY THE CARRBORO BOARD OF ALDERMEN
THAT:
Section 1. The Mayor and Board of Aldermen hereby recommend that Daniel Ryan be appointed
as a Carrboro representative on the Orange County Human Relations Commission for a term to

Background, education and experience relevant to this board:
I am a native Chapel Hillian and Asian American (ethnic background is Chinese). I have seen
my hometown and county change over the decades, including with regard to population growth,
diversity, and development. While Orange County and North Carolina as a whole is aware of
black-and-white race relations, its awareness with regard to other minorities of all kinds (not just
racial minorities) is less developed. My perspective as an Asian American female minority with
Chapel Hill roots make me uniquely suited serve on the Human Relations Commission and
promote the equal treatment of all individuals in Orange County. I have contextual
understanding of how the county has changed over time and can serve as an advocate for Asian
American concerns in our area.
Significantly, I am an attorney and have volunteered in non-profit settings serving disadvantaged
populations, including non-English-speaking Latina and Asian women in need of healthcare and
the refugee population in Orange County through Refugee Community Partnership. My training
and experience in advocacy and sensitivity to the disadvantaged populations in our community
will be of great benefit to the Human Relations Commission.
I am eager to join the Commission to ensure that all members of our community feel welcome
here.

As the political landscape changes, I would like to do my best to ensure that in our local area, all
of our residents feel welcome and that their concerns and interests are taken into account.
Additionally, growing up here, my Chinese culture was something that was hidden from public
view, and I was heartened to attend the first Chinese New Year festival at University Place on
January 28, 2017. This sort of public acknowledgment of our diverse population and the
cultures among us is enormously beneficial to promoting harmony, cross-cultural understanding,
and self-acceptance for those whose cultures differ from the mainstream. I applaud that this
event occurred through the efforts of a variety of organizations. I would like to contribute to our
community by joining the Human Relations Commission so that I may work to promote cross-
cultural understanding and self-acceptance for minorities of all kinds through the work of the
Commission.

Reasons for wanting to serve on this board:
I received my B.A. from UNC in 2001 and wanted to come back to Chapel Hill for many years.

I was born in Chapel Hill and raised in Shallotte, NC. I have a BS in education, and until recently
changing careers, have been employed as a youth director for the Presbyterian Church USA for
over 20 years. From 2006 to 2016 I was working and living in Northern VA.
Being born and raised in NC, I had the personal experience of witnessing the multitude of issues
around social injustice. Throughout my childhood and adolescence, although I was unaware of
the depth of social injustices and systemic racism, I spoke out against discrimination and issues
of hate and bias among my peer groups, relatives and social networks.
I am the parent of two biracial children who both attend UNC Chapel Hill. Upon moving to
Chapel Hill a little over a year ago, I have been educating myself further on the issues of
systemic and institutional racism. I also attended several of the Orange County School Board
meetings with the Hate Free Schools Coalition.
During my tenure as youth director in Northern VA, I was active in Virginians Organized for
Interfaith Community Engagement(VOICE). VOICE focuses on bringing people together across
religious, racial, economic and political affiliations to create institutional changes for fair housing,
healthcare, as well as calling to account any organization that wields its power to oppress
anyone based on race, color, creed, religion, sexual orientation, or political affiliation.
I believe with my personal and professional background, my combined experiences are relevant
to serving on the Human Relations Commission for Orange County.

I believe that DTCC can expand its offerings to better meet the needs of the community by
working with local industry and doing a needs assessment to make changes and additions to
available courses of study. Working with local businesses to determine their needs will also
create paths to employment, which would enable students to get an associates degree and get
out on the job market right away if possible. Many companies are looking for expertise rather
than specific degrees, and I feel that DTCC is in a unique position to help accommodate that
