PURPOSE: To consider making an appointment to the Hillsborough Planning Board.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (Position #3) "Hillsborough ETJ / County" position for
Chris Johnston expiring 05/31/2020.

FINANCIAL IMPACT: None.
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making an
appointment to the Hillsborough Planning Board.

RESOLUTION REQUESTING APPOINTMENT
TO AN EXTRATERRITORIAL JURISDICTION SEAT
ON THE HILLSBOROUGH PLANNING BOARD
WHEREAS, as a result of the end of a term,it is necessary to appoint a volunteer to a seat reserved on the
Hillsborough Planning Board for persons residing within the town's extraterritorial planning jurisdiction; and
WHEREAS,by state statute and town ordinance, the Orange County Board of Commissioners initially has the
authority and responsibility to appoint ETJ members to the town's Planning Board;
NOW, THEREFORE, THE BOARD OF COMMISSIONERS OF THE TOWN OF HILLSBOROUGH
RESOLVES:
Section 1. The Orange County Board of Commissioners is respectfully requested to appoint the following
individual to an ETJ seat on the Hillsborough Planning Board,whose term would expire in May 30, 2020:

Section 2. If the Orange County Board of Commissioners fails to appoint persons willing to serve in the
capacity described above within 90 days after receiving this resolution, then the Hillsborough Town Board may
make this appointment.
Section 3. The Town Clerk shall send a copy of this resolution to the Orange County Manager.
Section 4. This resolution shall become effective upon adoption.
The foregoing resolution having been submitted to a vote received the following vote and was duly adopted this
11th day of September, 2017.

Reasons for wanting to serve on this board:
I have a personal interest in town planning, as it was my focus of study in college. I think citizen
involvement is critical in a well functioning and representative town government, and advisory
groups like the planning board are a way for citizens to contribute their time, expertise, and to
be heard.
I came to this town after I graduated from UNC and have decided its a place I want to start a
family. As a homeowner in the Extraterritorial Jurisdiction (ETJ) I feel it s important to be
a part of the conversation about our towns direction, as it a—'€ects both the town and those of
us just outside its limits.
I want to be a part of the process.

What unique perspective can you bring to the Orange County Planning Board?
I grew up in Asheville, NC and have watched that area grow and change over time. I think that
Asheville has struggled with growth, however, continues to succeed. I think Orange County and
Hillsborough have a unique opportunity to grow in a very special way. The areas proximity to the
Triangle and it s agricultural background could really make it a unique community for not only
NC but the Southeast region.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I think it s responsibility is to not only serve the citizens of Orange County but also act as a
reasonable and impartial arbiter of private growth. The planning process can be a tedious one
but one with significant impact. What I would hope to accomplish would be to more fully
understand the community and continue to help it grow.
What do you consider to be be the most important issues facing Orange County related
to growth?

Some of the most important issues facing Orange County is reconciling continued growth of the
Triangle region with the cultural community. Potential commercial developments could act as a
key economic driver for the county but could also come at the expense of the character of the
area. Reconciling the two-components is vital. Another vital issue is the ecological/environmental
area. Orange County has fantastic natural features and planning communities around them
could have a major impact for it s residents. Dependent upon a number of factors that could help
increase the communities appeal. Finally, transportation is a major player. A proposed light rail
system could be a boon to the area but leave some behind. Automobile traffic has increased
substantially as the area grows and if not considered carefully could impugn growth and
development.
What role should the Planning Board take in guiding and regulating growth?
Fairness and inclusiveness is key. Considering the impact of potential development projects is
very important, but also understanding the role of development projects in shaping the area is
also key. Also, communication with agents and groups is important. Understanding the planning
process can be difficult and tends to frustrate people without proper knowledge.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
I would help to further the stated goals and priorities but also question these if an issue arises.
