PURPOSE: To consider making appointments based on the attached recommendations to the
Commission for the Environment.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (position #7) "At-Large" for Will Stanley expiring
12/31/2019.
• Appointment to a partial term (position #15) "At-Large" for Bradley Saul expiring
12/31/2018.

• *Position #3--- "At-Large — Land Resources" position expiring 12/31/2017. This
position has been vacant since 05/08/2017.
• *Position #4--- "At-Large — Biological Resources" position expiring 12/31/2019. This
position has been vacant since 12/31/2016. (Pursuant to BOCC policy, this
position has been vacant for more than six months and thus qualifies for the
BOCC to fill as an At-Large position. DEAPR has asked in an attached document
to delay making an At-Large appointment as they are pursuing a candidate.
Excerpt from document: if these two positions were filled that would still
leave two vacancies; however the committee does not recommend

appointing any of the other applicants at this time. CFE members prefer
to recruit other qualified applicants to fill the remainingvacancies. The
CFE anticipates having a recommendation for the Board to consider for
those appointments in the near future).
FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making
appointments to the Commission for the Environment.

Dear Donna:
The Commission for the Environment currently has four vacancies.
The CFE Membership Committee (Chair & Vice-Chair) has reviewed the current list of
applicants and recommends the appointment of Will Stanley to Position#7 (At Large)
and Bradley Saul to Position# 15 (At Large). These two candidates have different
environmental interests, backgrounds, skills and experiences that would add nicely to
the Commission's perspective and discussions.
If these two positions were filled that would still leave two vacancies; however the
committee does not recommend appointing any of the other applicants at this time.

Owning a small business in Orange Co for 3 years has involved all sorts of management and
budgeting skills to ensure tax filings are correct and our accounts with retailers and
subcontractors are worked out.
In addition to the experience listed in the question above, please list the work/volunteer
experience/qualifications that would add to your expertise for this board.
I ve volunteered with the IFC and for the Durham Crisis Response Center, as a client interviewer
and hospital responder respectively. These experiences gave me opportunities to interact with
members of the community in challenging circumstances and talk through their situations.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
OWASA s board has to institute a culture of methodical implementation of best practices with a
long term perspective, and ensure that the staff is equipped and prepared to maintain high
quality service in all situations.
What is OWASA's role in growth/development issues?
To advocate for the needs of the utility to other state and local government parties in order to
ensure that provision of water and sewer is taken into account during planning and development
initiatives.

and well-designed recreation facilities. Lastly, as a graduate student in biostatistics at UNC, I
bring a knowledge and expertise in using data to aid in making policy recommendations.
Reasons for wanting to serve on this board:
I am an avid hiker and birder of parks and open spaces in Orange County. I would like to see the
wonderful recreation opportunities we have expand and be accessible for all. My wife and I have
settled in Orange County for the long term, and I would like to be engaged in our local
community.

I have four competencies that I think are relevant to the Commission for the Environment. One, I
have knowledge and a passion for our local environment gained as a lifelong amateur naturalist
in the Carolina Piedmont. Two, I am active in local environmental organizations such as
Streamwatch and the NC Botanical Gardens Native Plant studies program. Three, by
profession, I am a statistician and scientist that researches human impacts on the environment.
Four, I have led or participated in volunteer organizations for many years, and I understand the
commitment and collaboration required to make such endeavors successful.
Reasons for wanting to serve on this board:
I would like to serve on the Commission for the Environment because I want use my valuable
analytic skill set and leadership experience towards creating and sustaining a healthy
environment for my family and my neighbors (human, animal, and plants). I support Orange
County s environmental responsibility goal and want to see that the county government continue
to be a leader in environmental stewardship.

My education is a BS in Child and Family Services. I held a student government position in
college at Plattsburgh State University. I have been involved in leadership positions since
elementary school.
I was a charter president for a local Toastmasters group and held other positions within it as
well. I was most recently involved wiwth the preservation and education group called The
Questers and held a state board position with them.
I trained to be a docent at the National Zoo in Washington DC. Sadly,we moved away shortly
after so I had little time to share my new found knowledge.
Reasons for wanting to serve on this board:
My mother taught me very early on to care for and protect our earth. Littering was a mortal sin.
Gardening and houseplants were a way of life.
We are on the cusp of a huge change in energy use much like when we changed from gas
burning lamps to electric lights. The change from gas fueled cars to electric cars is like the
change from horse drawn carriages to automobiles. Our current movement away from burning
fossil fuels to clean energy technologies is going to be important for our health and economy as
well as for our planet.

I would be honored to be part of that change for Orange County. It seems that it is up to local
and state governments to lead our country toward clean and sustainable technologies. I would
like to be part of this growing movement.

I was content developer for a UNC course called Computing in Medical Care . Much of my
research was on public health matters and resources. Much of my time I spent working on
reading and reviewing content carefully(including medical literature,journal resources, medical
knowledge bases, and public health listservs), and delivering the content and relevant
information to the course administrator and enrollees.
Reasons for wanting to serve on this board:
I have a concern for public health, and have many ideas on implementing ideas toward many or
most of the concerns listed under D in the Policy document. I am a concerned and vocal
advocate citizen, and have been throughout my residence in Orange County.

I have experience and background as Green Representative as a faculty member at a university
where I previously taught. Otherwise, relevant education and background are that I have an
advanced degree (PhD), which I hope will support my candidacy.
Reasons for wanting to serve on this board:
I have a strong concern for the environment, and see this area as a place where I would see a
particular consciousness for this issue. But there is much to be done here, so I hope to help put
forward ideas and strategies--in terms of outreach in all cases, and policy or incentives where
possible--that would be supportive of the environment.

I am happy to report that I have no conflicts of interest.

Background, education and experience relevant to this board:
I have committee experience as an academic in university settings. I also have training in
conflict resolution (via workshops),which I feel is beneficial potentially.
I have a PhD, have served on several committees, and have some background second-hand on
animal protection, policies, outreach, and current governmental suggestions and implementation
of local animal
Reasons for wanting to serve on this board:
I believe that animal and animal control issues are of high priority here, including the idea of no-
kill shelters, animal sponsoring and fostering and their outreach, creation of green spaces
usable for both animal-owners and non-animal owners, as well as leash laws in public areas,
and protection of patrons as well as of animals (almost exclusively dogs)of local establishments
such as bars, shops, and other local establishments, etc.
