PURPOSE: To award two housing rehabilitation contracts far the County's CDBG Scattered
Site Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications. Bids were also solicited from
lead based paint abatement contractors for items containing lead based paint as required by
federal regulation.
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids, Additionally, present program procedures provide
that. housing rehabilitation contracts be awarded to the lowest responsible bidder, Additionally,
all contractors participating in the County's Rehabilitation Program are required to utilize current
deconstnaction and material recycling methods during the repair process.
Sealed bids were solicited from participating contractors on January 27 and January 30, 2006,
However, because no bids were submitted, bids were solicited for a second time on February
21 and February 23, 2006 with a bid opening on February 28, 2006 and March 2, 2006
respectively with two bids received for the general repair portion and the lead based paint
portion of the work specifications far both dwelling units, Bid results are attached.
FINANCIAL IMPACT: The CDBG Scattered Site Program provides grant funding for this repair
program,
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contracts:

h MAJOR SYSTEMS
A. SUB-AREA CLEANUP & TERMITE REPORT/TREATMENT
1, Chemically treat entire perimeter of house for termite and pest control.
Chemical treatment to be done by a licensed termite or pest control
company. Conhactor to provide owner with written proof and warranty of
treatment.
2. Supply and install 6 mil plastic vapor barrier to entire sub-area of house so
as to provide moisture protection,
B, FOUNDATION
1. Repair one foundation vent in rear foundation wall to restore to proper
working order..
2. Remove wood sill from existing crawlspace access door. Supply and
install new heated wood sill under existing access door and new locking
hasp with lock to restore to proper woxlcing order. NOTE: If further
damage is discovered after existing sill is removed, the Owner; Contractor
and Rehabilitation Specialist will meet to review the work, determine a
course of action and, if necessary, a cost for any additional work.
C ROOF & GUTTER
1. Remove existing composition shingle roof cover to sheathing. Does not
include rake trim, fascia and soffit (See Lead Remediation Specs). NOTE:
After existing roof cover is removed, if further damage is discovered the
Owner, Contractor and Rehabilitation Specialist will meet to review the
work, determine a course of action and, if necessary, a cost for any
additional work. Replace flashing including all chimney flashing, roof
jacks, metal nosing, plumbing boots, metal drip edge, etc.. Paint all vents,

flashing, and other metal surfaces with "Rustoleum", or approved equal in
color to blend with color of roof. Seal all penetrations through roof with
waterproof material. Supply and install new 25 year (minimum)
composition shingle roof cover over 15# felt, complete.. Style and color to
match existing as close as practical. Contractor to supply owner with
written warranty for materials and labor. All work to code.
2. Supply and install new white pre-painted metal drip edge (lashings, and
new white pre-painted metal Ogee style gutters on house with at least one
downspout for each gutter and one downspout for every 30' of gutter.
Colon to match existing as close as practical. Each grade level downspout
from house shall have a splash block to divert water away from house,

Secure existing hose bib on rear exterior wall to restore to proper working
order.
E. ELECTRICAL
1. Properly disconnect and abandon existing electrical service, Supply and
install new 200 A1vll' electr7cal service to house including new breaker
panel, mast, weatherhead, and grounding, complete. Work shall be
performed in an efficient, workmanlike manner so as to ]seep "dovnr time"
and temporary connections to a minimum. Includes new circuits, breakers
and proper grounding, complete. Circuits and breakers to be cleazly
identified.
2. Separate and add circuits so as to alleviate overloaded circuits. HVAC,
refrigerator, stove, microwave, washing machine, and water heater to be
each on separate circuits..

system, with minimum 12 SEER, including insulated flexible ducting to
all rooms and all necessary service and supply lines, complete. Includes

carpet and rug floor coverings are removed, if further damage is
discovered the Owner, Contractor and Rehabilitation Specialist will meet
to review the work, determine a course of action and, if necessary, a cost
for any additional work. Supply and install new finish to existing
hardwood floor, including all necessary sanding, buffing, staining and
three (3) coats of clear finish, complete..
J. GENERAL REPAIRS
1, Remove approximately four (4) existing loose brick and loose mortar on
front steps and landi~rg. Supply and install approximately eight (8) new
brick, new mortar where existing was removed, and new mortar where
materials were missing. Restore steps and landing to proper working
order. New materials and finishes to match existing as close as practical.

the work, determine a course of action and, if necessary, a cost for any
additional work. Work shall be performed in an efficient, worlarranlike
manner so as to keep "down time" and temporary connections to a
minimum. Temporary connections for toilet shall be provided for
overnight accommodations until work is complete.
Z. Clean all existing file in shower surround and wainscoting. Remove
existing loose grout. Replace approximately six (6) missing tiles, re-
install existing loose tiles. Install new grout where existing was removed
and restore all file to proper working order. New materials to match
existing as close as is practical.
3. Prepare existing subfloor for installation of new luaun plywood
underlayment. Supply and install new ''/a" luaun underlayment with a
smooth top surface, and prepare for installation of new vinyl floor cover.
Supply and install new vinyl floor cover and vinyl base per Owner
selection. Includes new metal transition strip at door and caulking all
seams at base, complete.
4. Remove existing tub/shower plumbing faucet and showerhead. Malee
repairs to accommodate tub/shower faucet and showerhead. Supply and
install new faucet and showerhead and restore to proper working order,
Access to be gained through adjacent closet wall, Repair closet wall to
restore to proper working order. New materials to match existing as close
as is practical..

semi-gloss finish paint and restore to proper working order. New
materials to match existing as close as practical.
9. Supply and install new grab bars in tub/shower and at toilet properly
anchored in solid substrate. Locations to be designated by owner as close

This set of work specifications outlines work items that were found to contain lead in
concentrations above acceptable levels as set in the U. S. Department of Housing and Urban
Development (HUD) standards.. It is recommended that any lead hazazd remediation work be
conducted by workers who aze certified by the state to perform lead abatement work.
Lead hazard remediation work must be preformed in compliance with the regulations issued
by the Secretary of Housing and Urban Development set forth in 24 CFR Pazt 35, et al and
all applicable rules and any others issued thereunder, and all applicable Federal, State and
local rules and regulations, regarding notification, evaluation and reduction of lead-based
paint hazards in residential structures undergoing Federally-assisted construction or
rehabilitation and require the elimination of lead-based paint hazuds, Every contractor or
subcontractor, including painting, pursuant to which such Federally-assisted construction or
rehabilitation is performed, shall include appropriate provisions complying with requirements
for notification, evaluation and reduction of lead-based paint hazards.
The contractor shall be allowed to hrclude in the cost of the project the allowable fee for one
(1) complete clearance inspection of the remediation work performed. The cost of any
additional clearance inspections which may be necessary will be born directly by the
contractor.

Note: Prior to conducting Lead-Based Paint Abatement activities, all personnel
associated with the project should review and fully understand the requirements of
ALL applicable local, state, and federal regulations drat may apply to the worksite.
I. WORKSITE PREPARATION
A. GROIJNL) CONTAINMENT
Before exterior construction, construct a work site perimeter curb of
2x4 timbers ten (10) feet from the house exterior. Create an outer
barrier of flags and/or' plastic tape three (3) feet on center and twenty
(20) feet from the worksite. Post proper signage in the work area. All
warning signs must remain posted until clearance is passed.
2. During the period of work on all exterior components attach one layer
of 6-mil polyethylene to the building exterior with furring strips,
extending the (10) feet past the work site. Wrap the plastic under the
perimeter 2x4's. Change the plastic daily.
B. CLEARANCE E7CAMINATION
1. After completion of all work that dishirbed LBP and any other lead
hazard reduction activities, a qualified person shall perform a
clearance examination.. Worlc disturbing lead-based paint is not
considered complete until clearance is achieved.
C. PRE-CLEAN
1. Pre-clean the interior of the unit in all areas that Lead Paint was
disturbed.. IIEPA vacuum all horizontal surfaces, to include all floors,
windowsills, troughs, baseboards and casing.

II. ABATEMENT WORIS

1. Remove existing windows and frames at eleven (11) locations. Malce
repairs to accommodate installation of new vinyl replacement window
inserts. Supply and install new double-hung, dual-pane vinyl
replacement window inserts with locks and full screen.. Where original
exterior frame, trim and sill are exposed, supply and install white pre-
finished aluminum coil stock to cover exposed components, includhrg

This set of work specifications outlines work items that were found to contain lead in
concentrations above acceptable levels as set in the U. S. Depaztment of Housing and Urban
Development (HUD) standards, It is recommended that any lead hazazd remediation work be
conducted by workers who aze certified by the state to perform lead abatement work.
Lead hazard remediation work must be preformed in compliance with the regulations issued
by the Secretary of Housing and Urban Development set forth in 24 CFR Part 3S, et al and
all applicable rules and any others issued thereunder, and all applicable Federal, State and
local roles and regulations, regazding notification, evaluation and reduction of lead-based
paint hazards in residential structures undergoing Federally-assisted construction or
rehabilitation and require the elimination of lead-based paint hazards. Every contractor or
subcontractor, including painting, pursuant to which such Federally-assisted conshuction or
rehabilitation is performed, shall include appropriate provisions complying with requirements
for notification, evaluation and reduction of lead-based paint hazards.
The contractor shall be allowed to include in the cost of the project the allowable fee for one
(1) complete cleazance inspection of the remediation work performed. The cost of any
additional clearance inspections which may be necessary will be born directly by the
contractor.

Note: Prior to conducting Lead-Eased Paint Abatement activities, all personnel
associated with the project should review and fully understand the requirements of
ALL applicable local, state, and federal regulations that may apply to the worksite.
I. WORKSITE PREPARATION
A.. GROUND CONTAINMENT
1. Before exterior constnretion, construct a work site perimeter curb of
2x4 timbers ten (10) feet from the house exterior. Create an outer
bazrier of flags and/or plastic tape three (3) feet on center and twenty
(20) feet from the worksite. Post proper signage in the work area. All
warning signs must remain posted until cleazance is passed.
2, During the period of work on all exterior components attach one layer
of 6-mil polyethylene to the building exterior with fining strips,
extending the (10) feet past the work site. Wrap the plastic under the
perimeter 2x4's. Change the plastic daily.
B, CLEARANCE EXAMINATION
1, After completion of all work that disturbed L,BP and any other lead
hazard reduction activities, a qualified person shall perform a
clearance examination. Worlc disturbing lead-based paint is not
considered complete until cleazance is achieved.
C, PRE-CLEAN
1. Pre-clean the interior of the unit in all areas that Lead Paint was
disturbed. HEPA vacuum all horizontal surfaces, to include all floors,
windowsills, troughs, baseboazds and casing.
