Health Collaboration Information
PURPOSE: To discuss the various School related issues that are of interest to the Board of
County Commissioners, Chapel Hill-Carrboro City Schools (CHCCS) Board of Education and
Orange County Schools (OCS) Board of Education.
BACKGROUND: The County/Schools Collaboration Work Group and the Board of County
Commissioners established the agenda items for this Joint meeting. Both School systems have
provided summaries for each agenda item, as well as supplemental information and
attachments. The appropriate page numbers and/or attachment numbers are referenced in
each agenda item.
1. Welcome and Opening Remarks — Chair Barrett, Chair Halkiotis, and Chair Dorosin
2. Projected Impact of State Mandate Class Size Reductions
Both School systems have provided information on the impact of House Bill 13 regarding
mandated class size reductions. See supplemental page 3 in the CHCCS information,
and supplemental Attachment 1 in the OCS information.
3. Cost Impact of Paying Living Wage for Service Contracts or Internalizing the
Positions
Both School systems have provided information on the cost impact of paying the Living
Wage for service contracts or internalizing positions. See supplemental pages 4-21 in the
CHCCS information, and page 1 in the OCS information.
4. Status of School Bond Projects and Update on the Lincoln Center Groundbreaking
Both School Systems have provided updates on the Bond Projects, approved as part of the
successful November 2016 Bond Referendum. See supplemental page 22 in the CHCCS
information, and supplemental Attachment 2 in the OCS information.
5. Review of the Use and Purpose of School Resources Officers
Both School Systems have provided information regarding the use and purpose of having
School Resource Officers in the schools. See supplemental pages 23-106 in the CHCCS
information, and supplemental Attachments 3 and 4 in the OCS information.
6. Mental Health Collaboration between the Schools and the County
Both School Systems and the County have provided information regarding Mental Health
collaboration between the Schools and the County. See supplemental pages 107-136 in the
CHCCS information, and page 2 in the OCS information. The County has provided
Information (see Attachment C) on collaborative efforts regarding mental health services.
FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this work
session.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this agenda item:
GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
RECOMMENDATION(S): The Manager recommends that the Boards discuss the issues noted
and provide direction to staff, as appropriate.
