Items for Decision--Consent Agenda a. Mviutes The Board will consider correcting and/or approving the minutes from February 23, 2446 Joint Meeting with the Town of Chapel Hill and March 23, March 34, and April 14, 2446 Manager Search Process meetings, as submitted by the Clerk to the Board. b. Appointments 1) Alcoholic Beverage Control Board -Reappointments The Board will consider making reappointments to the Alcoholic Beverage Control Board. 2) Board of Health -Reappointments The Board will consider making reappointments to the Board of Health. c. Interlocal Agreement between Cowity and To~~ns on Taxation Collection The Board will consider approving an updated Interlocal Agreement between Orange County and the Tor~ms of Chapel Hill, Carrboro, and Hillsborough with regard to tax and revenue collection endeavors on their behalf, subject to final approval by staff and the County Attorney. d. C"hill Support Attorney Conti act The Board «~~ill consider a contract with Coleman, Gledhill, Hargrave, and Peek to provide legal representation for the Child Support Office and authorize the Chair to sign. e. Cost Allocation Plan Conti act The Board will consider a contract with NI AXIMUS, INC. for the preparation of the County's Cost Allocation Plan and authorize the Chair to sign. f. Housing Rehabilitation Contract Awards The Board will consider awarding two housing rehabilitation contracts for the County's CDBG Scattered Site Housing Rehabilitation Program. g. Budget Amendment #14 The Board will consider approving budget ordinance and grant project ordinance amendments for fiscal year 2005-06. h. Buckhorn Road EDDlGravelly Hill Water/Sewer Proiect -Relocating Mebtel Telephone Service Lines from Water/Sewer Path i. C"hill Day Care Facilities Zoning Text Amendments The Board will consider hearing and closing the public hearing, and making a decision on the Administration and Planning Board recommendations for proposed Zoning Ordinance text amendments regarding child day care facilities. j. Change in BOCC Regular Meeting Schedule The Board will consider two changes in the County Commissioners' regular meeting calendar for year 2006, moving the September 7, 2006meeing to September 12, 2006 at the F. Gordon Battle Courtroom and moving the September 12, 2006 Work Session to September 14, 2006 at the Goverlunent Services Center. k. Resolution Authorizvig Installment Financing Contract for Equipment Purchases The Board twill consider adopting a resolution required by SunTrust Bank to facilitate the financing of equipment approved for purchase by the Board in Apri12006 and authorize the Finance Director and County Attorney to execute appropriate documents. 6. Resolutions or Proclamations a. Older Americans Month and Senior Center Week The Board will consider joining federal and state governments in designating the month of May as Older Americans Month, a tirne to honor older citizens for their contributions to society; and also to designate the ~~~eek of May 14 through 1~Iay 24 as Senior Center Week in Orange County to recognize local senior centers as focal points for providing opportunities and services to older citizens and authorize the Chair to sign. b. National Tourism «~eek The Board will consider a proclamation recognizing the week of May 13 through 21, 2006 as National Tourism u~'eek in Orange County and authorize the Chair to sign. c. Dunking ~'t~ater Week & OWASA Taste of Hope Program The Board twill consider a proclamation recognizing May 7 through May 13, 2006 as Drinking Water ~A~eek in Orange County and encourage participation in the Orange Water and Sewer Authority's (OWASA's} "Taste of Hope" Customer Assistance Program and authorize the Chair to sign. 7. Special Presentations a. Master Aging Plan Process Update and Priority Issues Approval The Board will receive an update on the Master Ageing Planning progress and to consider approval of the priority issues identified by the Task Force Aging Plan. S. Public Hearings a. Additional Items for Orange County's 2006 Legislative Agenda The Board twill continue a public hearing from the Board's April 18, 2006 regular meeting for discussion of items for inclusion in Orange County's legislative agenda package for the 2006 North Carolina General Assembly Session and to consider approval of resolutions and any additional materials for presentation to Orange County's legislative delegation and the leadership of the North Carolina General Assembly. 9. Items for Decision--Regular Agenda a. Consolidated Housing Plan Annual Update/HOME Program The Board will consider adopting a resolution approving the 2006 Consolidation Housing Plan Annual Update: the proposed HOI~~IE Program Activities for 2006-2007 and to authorize the IVlanager to implement the HOME Program as approved by the BOCC including the ability to execute agreements with partnering non-profit organizations after consultation with the County Attorney. b. Legal Advertisement for Quarterly Public Hearing - l~Iay 22, 2006 The Board will consider the legal advertisement for items to be presented at the Joint Board of County Commissioners,~Planning Board Quarterly Public Hearing scheduled for May 22, 2006. d. Passible Conservation Easements far Greene Tract The Board will discuss matters related to the possible recording of conservation easements on portions of the Greene Tract to permanently protect those areas as open space. e. Adjournment Note: Access the cagendca through the County's web site, www.co.orunge.nc.us Qrange County Water Supple Rese~°voir Water Le~~els Available information as of 11:00 A141, Thursday, April 27, 2006 Lake Orange • Water level is at the point «~here it is freely spilling (full) over the spilh~~ay. • t~'ater storage capacity remaining is 100°l0 (475 million gallons) • Current Eno River flow at the Hillsborough gage is approximately 90 cfs (58 million gallons per day ). • Eno flow levels, which have averaged well above the 10 cfs flow that triggers Capacity Use restrictions for the last six days, are also averaging at or well above historical median «~ater flows (approximately 40 to 50 cfs for this time of year) as a consequence of recent thunderstorni and rainfall conditions. • There are no Eno River Capacity Use Restrictions in effect at this moment, and it now appears unlikely that instream flow conditions that would initiate restrictions will be seen within the next two weeks. Approximately 10 days ago, it appeared that lot~~• floe-• conditions (7 consecutive days where daily flow averages below 10 cfs) were going to initiate Capacity Use withdrawal restrictions and notices to that effect were sent out. However, the USGS recalibrated the Eno gage and adjusted flow levels upward going back for two or more weeks. This negated the perceived low flow conditions and restrictions were rescinded. 2. grange County is within the area that remains under the "severe drought "condition designation as per the NC Drought Management Advisory Council (as of 4,18/2006).
