DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No ATTACHMENT(S): Public Works Memo to OPC INFORMATION CONTACT: Pam Jones, Central Services and Purchasing, 245-2650 Gwen Harvey, Assistant County Manager, 245-2300 Judy Truitt, Area Director, OPC, 913- 4000 PURPOSE: To approve entering into lease agreements with the Caring Family Network, Ina., the nonprofit selected by the OPC/LME Board to assume managerial and operational responsibilities far Orange-Person-Chatham Mental Health (OPC) programs presently housed within County facilities, with a targeted effective date of May 1, 2006, BACKGROUND: As part of direct service divestiture, the OPC/LME Board authorized entering into a contract with the Caring Family Network, Ina. to assume managerial and operational responsibilities for OPC programs and services currently hotased within the Whiffed Building (Family Counseling Center) in Hillsborough and Northside (Adult and Child Clinics) in Chapel Hill. OPC has historically delivered services to the community through these facilities and the County is not known to have charged OPC rent or separate utility costs. The County and OPC have delineated cost arrangements for certain other items such as grounds care (County) and telephone system (OPC). (See attachment.) Caring Family Network, Inc, (CFN), a private, nonprofit organization, is a network of agencies that provides residential treatment, outpatient therapy, and community-based services throughout the southeast, Regional offices are based in Durham, Fayetteville, and Greensboro. In keeping with the goal of orderly transition and "transparency" of business transfer far OPC consumers, the County met with CFN representatives and OPC staff to review and confirm space requirements at divestiture, and to draft lease agreements that would grant CFN the same considerations as historically provided to OPC, CFN space needs will remain identical to those held by OPC at both the Whiffed and Northside, and have been advised that there is no opportunity for expansion or additional space at the Whiffed Building, The proposed lease agreements will be designed for renewal by the BOCC on an annual basis, FINANCIAL IMPACT: There is no financial impact in approving the lease agreements since they maintain a practice that has historically enabled a nonprofit organization to provide human services through a recognized community portal. RECOMMENDATION(S): The Manager recommends that the Board approve entering into initial one year lease agreements with CFN as described, with final documents to be signed by the Chair pending final review by staff and County Attorney. 3 .January 6, 1999 Orange-Person-Chatham Mental Health Center 333 McMasters Street Chapel Hill, North Carolina 27514 Attn: Tom Maynard, Dear Mr. Maynard Thank you for the time you recently took to meet with us regarding maintenance and repairs to space occupied by OPC at the Northside complex in Chapel Hill. As discussed, in the past there has been an informal agreement as to which buildings and grounds care activities would be the responsibility of Orange- Person-Chatham Mental Health and which would be the responsibility of Orange County Public Works. The table below summarizes the areas of responsibility that we discussed. We will periodically update this list to reflect other areas as they may arise.
