PURPOSE: To authorize the release of a one-time County supplemental appropriation in the
amount of $13,467 to OPC/LME to facilitate the divestiture (transfer) of Severe and Persistent
Mental Illness (SPMI) Assertive Community Treatment Team (ACTT) services to Lutheran
Family Services (actual transfer of management responsibility took place on April 1, 2006..).
BACKGROUND: In its budget work session on June 16, 2005, the BOGC received an update
from County and OPC/LME staff on the projected need on a program by program basis for one-
time supplemental "bridge" funding (in the approximate amount of one-month's operating
expense) to help facilitate the divestiture of Orange-Person Chatham Mental Health (OPC)
programs serving Orange County residents as provided under the approved business plan for
mental health reform.
Attachment 1 is a copy of the Program Transition Worksheet that accompanied this item with
the June budget work session agenda. Based on OPC/LME calculations and overall request for
supplemental assistance, the County anticipated the need to reserve up to $22,000 for the
planned divestiture (transfer) of SPMI ACTT services within FY 2005-06.
SPMI ACTT is a cluster of clinical, rehabilitative, and supportive services delivered through a
team that is able to facilitate psychiatric assessment and evaluation, medication management,
medication administration, crisis response, supported employment, structural recreational
opportunities, transportation, and other elements tailored to individual client needs.
Following extensive review of a comprehensive business development plan and
recommendation from OPC management, the OPC/LME Board authorized negotiation of a
contract award to Lutheran Family Services of the Carolinas. Lutheran Family Services is a
faith-based non-profit that partners with human service providers, governmental agencies,
congregations and others to provide programs for children, aid to families, and a range of
refugee and immigration services.
In order to fulfill the organizational transfer, OPC/LME management requests release of the
one-time County funding in an amount actually less than earlier estimated as described in the
attached correspondence. OPC/LME as the contracting authority will be the transfer agent to
provide the additional BOCC funding to Lutheran Family Services. Attachment 2 is the formal
letter of request for the supplemental funding from OPC/LME.
FINANCIAL IMPACT: One-time supplemental "bridge" funding, to be transferred at the time of
divestiture for SPMI ACTT services, was anticipated in the FY 2005-Q6 budget adopted by the
BOCC. OPC/LME "bridge" funds were specifically set aside by budget ordinance within the
Critical Needs Reserve.
RECOMMENDATION(S): The Manager recommends that the Board authorize the release of
$13,467 from the Critical Needs Reserve to facilitate the divestiture and transfer of SPMI ACTT
to Lutheran Family Services, with the formal budget amendment authorizing the action to follow
an a subsequent BOCC agenda.

Facilitate Divestiture of SPMI ACTT Services
OPC Area Program/LME has completed negotiations with Lutheran Family Services
to assume operational management for OPC's Assertive Community Treatment
Team (ACTT) program. ACTT services are provided to individuals with severe and
persistent mental illness (SPMI) and are clinical, rehabilitative, and supportive in
nature. ACTT is provided in a team approach, and services grow out of a therapeutic
relationship developed between staff and consumers. The range of service
modalities provided by this ACT Team includes: psychiatric assessment and
evaluation; medication management; medication administration; crisis response
services; cognitive-behavioral and supportive psychotherapies; substance abuse
counseling and dual-diagnosis treatment; social skills training; case
management/community support services; supported employment; after hours on-
call services; structured recreational opportunities; and transportation. The actual
transfer of management responsibility to Lutheran Family Services occurred on April
t , 2006.
In an effort to assure successful transition of OPC's service programs in Orange
County, the BOCC and OPC Area/LME Boards agreed to provide bridge funding for
programs in Orange County equal to one month operating expenses. SPMI ACTT
covers all three counties in the OPC catchment area, so the proportionate one-month
operating expense in Orange County would be $22,000. As part of the budget
planning process far FY06-07, OPC Area/LME Boards approved the use of
continuation of effort monies already provided to OPC from the counties and staff set

aside $8,533 for this program. The remaining $13,467 was requested and approved
as one-time supplemental funding from the BOCC in July 2005.
Based on the above information, I would request that the Board of County
Commissioners release $13,467 to OPC/LME for subsequent distribution to Club
Nova Community, Inc.
