THIS AGREEMENT, entered into this 17 day of August, 2017, by and between Orange County
("County"), by and through the Orange County Arts Commission ("Arts Commission") and
Cedar Ridge High School ("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
projects.
WHEREAS, the Arts Commission administers the annual Grants Program to provide
economic opportunities to Orange County artists and non-profit organizations coordinating arts
projects benefiting the citizens of Orange County.
WHEREAS, the annual Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Arts Program of the North Carolina Arts Council, a division of the
Department of Natural and Cultural Resources, a state agency.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
annual Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed one thousand thirty seven ($
1,037) have been awarded by the Arts Commission to the Grant Recipient for the
approved Project. The Recipient shall be required to match funds at least dollar-for-
dollar with cash from the Grant Recipient's funds not derived from either Orange County
appropriations or the North Carolina Arts Council, as outlined in the attached Exhibit A.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between July 1,
2017 and June 30, 2018. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein, the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose described in the attached Exhibit A.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on July 6, 2018. The Final Report shall be in the format required by the North
Carolina Arts Council. Failure to submit the Final Report or late submission of
the Final Report, for any reason, shall be grounds for denial and/or cancellation of
grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$1,037 to the Grant Recipient.
6. Publicity
A. Acknowledgement. Credit must be given to the Orange County Arts
Commission and/or the North Carolina Arts Council using the proper logo(s)
and credit line in brochures, news releases, programs, and all other printed and
online publications. Copies of such printed materials must accompany the
evaluation report. Official Orange County Arts Commission and North Carolina
Arts Council logos may be downloaded at www.artsorange.org/grantee-resources
and may not be altered in any way. When no printed information is used, verbal

credit shall be given. In addition, all print and promotional material must include
the following credit line and logo(s) (check all that apply):
i. County Funds Only. Orange County Arts Commission logo required.
Credit line required for audio projects: "This program is supported by the
Orange County Arts Commission. "
ii. x North Carolina Arts Council Funding. The Orange County Arts
Commission and the North Carolina Arts Council logos are required. Credit
line: "This program is supported by the N.C. Arts Council, a division of the
Department of Natural and Cultural Resources. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display Orange County Arts Commission publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
www.artsorange.org (Orange County Arts Commission logo preferred) to their
main webpage.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he/she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself/herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below (hereinafter referred to as
"default"), the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any

provision of this Agreement, as determined by the Arts Commission in its
sole discretion.
(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. Both parties agree that this Agreement shall be governed by the
laws of the State of North Carolina. Provider shall at all times remain in
compliance with all applicable local, state, and federal laws, rules, and regulations
including but not limited to all state and federal anti-discrimination laws, policies,
rules, and regulations and the Orange County Non-Discrimination Policy and
Orange County Living Wage Policy (each policy is incorporated herein by
reference and may be viewed at
http://www.orangecountync.gov/departments/purchasing_division/contracts.php).
Any violation of this requirement is a breach of this Agreement and County may
immediately terminate this Agreement without further obligation on the part of
the County. This paragraph is not intended to limit and does not limit the
definition of breach to discrimination. By executing this Agreement Provider
affirms that Provider is and shall remain in compliance with Article 2 of Chapter
64 of the North Carolina General Statutes. By executing this Agreement Provider
certifies that Provider has not been identified, and has not utilized the services of
any agent or subcontractor, on the list created by the State Treasurer pursuant to
G.S. 147-86.58.
C. Entire Agreement and Signatures. The parties have read this Agreement and agree
to be bound by all of its terms, and further agree that it constitutes the complete
and exclusive statement of the Agreement between the parties unless and until
modified in writing and signed by the parties. This Agreement together with any
amendments or modifications may be executed electronically. All electronic
signatures affixed hereto evidence the intent of the Parties to comply with Article
11A and Article 40 of North Carolina General Statute Chapter 66.

Application Narrative
Description of School Arts Program
Cedar Ridge High School, located in H\)|uboruugh, is one of two comprehensive public high
schools in the Orange County Schools' district. The school maintains a dual enrollment
relationship with area colleges and actively collaborates with various community agencies and
organizations. They have a vibrant cultural arts program at the oohoV|, including theatna, ohorua,
band, and art. For a third year Cedar Ridge High School will host the district-wide event—
Cultural Explosion — in April 2018. which is designed to bring cultural awareness to students and
families in the Orange County Schools' district. With collaboration from many cultural arts and
world languages teachers in the district, the event has grown over the years into a culturally-rich
learning experience for hundreds of students and their families.
Summary of Proposed Project
On April 26, 2018 Cedar Ridge High School will host Cultural Explosion, an Orange County
Schools' district-wide event, for students and families within the [)range County Schools' district.
Cultural Explosion will bring together all schools - elementary through high - in Orange County
and the surrounding communities to celebrate and explore diverse cultures from around the
world on a very deep level through hands-on experiences while building connections within the
community. Funding from the Orange County Arts Commission will support two artistic pieces of
Cultural Explosion - Flor y Canto and The Scrap Exchange. Flor y Canto is a Mexican folkloric
music group that showcases Latin American culture through music, instruments and artistic
traditions. During Cultural Enp|ooion, they will perform for students and families to provide
another lens for understanding Mexican culture. The Scrap Exchange is a nonprofit organization
with a mission to promote creativity, environmental awareness, and community through reuse.
They provide a sustainable supply of high-quality, low-cost materials for artists, educotora,
parenta, and children. During Cultural Explosion, their workshop leaders will help students and
families transform dean, reusable industrial discards into inventions for science, hats and
costumes for plays, games and toys for fun, and much more.
Project Goals
The goals of Cultural Explosion are:
• to provide an avenue for students and famflies to explore and learn about diverse
cultures, which directly links to many Social Studies standards, thus enhancing
academic proficiency
• to allow students and families from diverse cultures to share their own traditions and
experiences with others so they feel they have something to offer, which in turn makes
them feel more connected to their schools and local communities
• to provide an accessible learning opportunity to all students and families regardless of
income
• to build connections and relationships with members of the community

Description of Participants and Audience
Cedar Ridge High School, located in Hillsborough, has approximately 1,100 students in grades
9-12 and 80 certified staff members, and approximately 32 percent of students receive
free/reduced lunch. While Cedar Ridge High School is hosting the event, Cultural Explosion is
an event for everyone in the Orange County Schools' district. Attendance at the event is
expected to be representative of the population of students in the district. Orange County
Schools is comprised of 13 schools, includes seven elementary schools, three middle schools,
three high schools and an alternative school all located in Hillsborough and Efland.
Approximately 43% of students within Orange County Schools receive free/reduced lunch.
There are 7.430 students in the o|ementary, middle and high schools of Orange County
Schools. Of the student body, 52% are male and 48% are female. Students in elementary
school are between 5 and 11 years old, middle 11 and 14 years old and high school 14 and 18
years old. The following is a breakdown of race/ethnicity for Orange County Schools as a whole,
and it is expected those in attendance will closely resemble this same demographic.

Cultural Explosion will take place at Cedar Ridge High School in Hillsborough. Students and

Project Activities
Cultural Explosion is a district-wide event comprised of student performancee, interactive
culturally-themed booths and dernonetroduno, community organizations and international food
vendors. Approximately 1.200 students and their families are expected to attend, and they will
have multiple opportunities for learning about a variety of cultures across the globe in one
venue. In oddihun, the event has a theme each year that is connected to Earth Day, so it is a
true celebration of the world in its entirety. To ensure all schools across the district are invo|veU,
each school will be assigned a different continent and/or geographic area to study and will then
host a booth with an interactive activity as a way to share the information they learned.
Examples of past booths include aboriginal dream painting from Auatro|ia. African and Middle
Eastern drumming, and Scottish storytelling. In addition to bootho, students and student groups
will volunteer to perform on stage at Cultural Exp\oeion, and attendees can flow in and out of the
auditorium throughout the duration of the event. Past performances include a violinist playing
Irish music, an African dance by kindergarten students and a Flamenco Spanish dance by
fourth and fifth graders. Furthernnore, there is also a poster contest for students, a multicultural
mask-making activity and continental beading activity.
In an effort to provide attendees with an even deeper experience, the district hopes to bring in
two additional outside vendors — a Mexican folkloric band and The Scrap Exchange. Flor y
Canto hopes to spread the beautiful sounds of Mexican folk music and the joyful colors of
Mexican traditions. Although most of the band is from the Guerrero region, they look to other
parts of the country for inmpiraUon, and their performances also feature a variety of instruments

from Latin America. They perform in traditional, handmade outfits made by one of the band
members. This performance will tie in directly with the Music curriculum otandmrdo, including
interpreting, creating and responding to music and understanding the global connections with
music. In addition, as part of the social studies curricu|unm, students will be exposed to diverse
cultures through watching and engaging in the unique cultural art form of Mexican folkloric
music. There is a growing number of Latino students in the district, so having a performance
that relates to this growing population and culture will help those students and their families feel
valued and comfortable.
The Scrap Exchange will be housed in the library, and students and families can flow in and out
of the 'Make N Take' space. Participants will use creative and higher order thinking skills to
create pieces of artwork and functional objects from recycled materials, which they can take
home with them. This not only connects with the Visual Arts curriculum standards across grade
levels (creating using a variety of tools, media and processes; enhancing creative and critical
thinking skills; understanding the global context of the visual arto\, but also Science (the inquiry-
based design process) and Social Studies (environmental awareness, etc.)
The planning or Cultural Explosion will officially begin in September 2017 with two coordinators
and a committee of teachers from the arts, world languages, and ESL departments.
Artists Involved in the Project
Flor y Canto is directed by Eduardo K8oran, and the other band members include his aon,
mother, sister, nephew and close family friends. All band members are of Mexican heritage, and
their goal is to preserve Mexican music and art traditions by making other people aware of the
diverse styles of art found throughout Mexico's many regions. They perform in both English and
Spanish. Past performances include: The 2016 National Cherry Blossom Festival in
\8/ashingtnn. D.C.; 20th Virginia Arts Festival; Raleigh International Festival; N.C. Grassroots
Festival; La Fiesta del Pueblo; and others. Their rate for a two-hour performance is $900, which
includes bringing their own sound system. Flor y Canto was chosen for this event because 22%
of students in the district are Hiopanim, and this number is rising every year. By showcasing the
culture of such a significant number of students in the district, they and their families will feel
vve|oomed, mffirmed, respected and valued. Furthermona, this will help foster a respect for multi-
culturalism and an opportunity to learn about Mexican culture.
The activities led by The Scrap Exchange are all student centered, so employees will be
facilitating the experience rather than leading the activities.
Publicity and Promotion of Project
Because Cultural Explosion is a district-wide event there will be a plethora of publicity
disseminated out to families. An initial "save the date" will be emailed to all families from the
district office, and schools will begin advertising the event in Fall 2017. During this same time
period, the committee will begin reaching out to student performance groups and booth
participants. In addidon, students will have the opportunity to participate in a poster contest, and
winners from e|ennentary, middle and high will have their artwork on the final promotional poster
for the event. These posters will be hung up in all Orange County Schools' schools and
communicated electronically via emails from the district, emails from individual schools and
social media. Beginning two months prior to the ovent, auto calls from the district will be sent out
every other week encouraging attendance and participation from students and families.

Project Evaluation
This will be the eighth year Orange County Schools has sponsored Cultural Explosion, and the
third time Cedar Ridge High School has hosted the event. A committee of teachers, many from
the art and world languages departments, help plan and publicize the event each year
beginning in the Fall. The committee component allows teachers to share ideae, reflect on past
years (what worked and didn't work) and elicit feedback from students, families and teachers
who attended. The same will be done for the event in 2018. Booth participants and performers
will also be asked for feedback in order to strengthen the program for future years.
