PURPOSE: To consider making an appointment to the Jury Commission.
BACKGROUND: The following information is for Board consideration:

Dear Ms. Baker:
I bring to your attention the expiration of the term of Mr. Bob Hall, the appointee of the Board of
County Commissioners, to the Orange County Jury Commission. As you know, I do not serve
on the jury commission but my office is charged with providing clerical support to it. In that role
I have worked with Mr. Hall along with his fellow jury commissioners in the preparation of the
master jury lists since 2003. I have found Mr. Hall to be competent and conscientious in his
approach to his duties. Moreover it appears that one of Mr. Hall's fellow Jury Commissioners
will be new to the Commission this term. It is therefore important for the County
Commissioners to understand that Mr. Hall's potential reappointment would provide some
continuity of experience on the Jury Commission. Therefore please inform the Orange County
Board of Commissioners of my endorsement of the reappointment of Mr. Bob Hall to the Orange
County Jury Commission for the term beginning retroactively to July 1, 2017.

Master s degree is in English, although at one time I thought about going to law school. Serving

It s troubled me that I ve only been summoned for jury duty once since 1986(at which time I was
not needed and momentarily not registered as Libertarian), and that to my knowledge no other
registered members of the NC-recognized Libertarian Party have ever been called for jury duty.
My impression is that Libertarian Party members have been systematically excluded from the
jury pool.
