PURPOSE: To approve a request from the Health Department that the Board adopt a Personal
Health fee approved by the Board of Health at its August 23, 2017 meeting.
BACKGROUND: The Health Department reviews fee schedules on an annual basis through
the budget approval process. However, the Nutrition Program was awarded funding from a
regional Minority Disease Prevention Program (MDPP) (led by Alamance County) through the
North Carolina Department of Health and Human Services (NCDHHS) for FY 2017-18 after the
FY 2017-18 budget was approved. The Agreement Addendum associated with this funding
requires that all funding recipients charge program participants a one-time fee of $25 unless a
scholarship (i.e. fee waiver) is provided. As this is a newly identified fee, it is necessary to add it
to the health Department fee schedule in an effort to remain in compliance with the Agreement
Addendum.
FINANCIAL IMPACT: A minimum of 75 people will be enrolled in the MDPP program in
Orange County, with a projected budget impact of an additional $1,875 this fiscal year.

requested.
