PURPOSE: To designate and convey County property for use as affordable housing.
BACKGROUND: On October 15, 2013 the BOCC approved the purchase of two properties
adjacent to the Sportsplex to provide parking and for future expansion of the Orange County
Sportsplex. The properties, located at 1119 and 1203 Highway 70-A, each has an estimated
1,500 square foot residential dwelling located on it (note Attachment 1, "Site Illustrative"). The
County is preparing to begin the construction of the Orange County Sportsplex Field House
expansion.
The houses on the property, with some rehabilitation, are both suitable for affordable housing.
Costs of moving and rehabilitation of these structures are less than new construction of similar
structures. Additionally, the embodied energy from the structures' original construction is not
wasted; re-purposing these structure when possible is considered more sustainable and
environmentally responsible.
Staff proposes that the County convey the houses to one or more non-profits agencies whose
mission it is to provide affordable houses for low or moderate income families for the nominal
price of $1.00. In turn, these non-profits would rehabilitate these houses and use them for
affordable housing either through a sale or lease to persons who are low income.
Attached is a Resolution which authorizes the County Manager to sell the properties by
negotiated sale to either a public or private entity for the purpose of developing affordable
housing for persons of low to moderate income.
FINANCIAL IMPACT: The Sportsplex Field House capital project can support the move of the
1203 structure house in lieu of deconstruction. This house is contemplated to be moved by
AMS to a lot owned by Empowerment, Inc. (505 Terrell Street in Hillsborough) and conveyed to

Empowerment, Inc. who was awarded HOME funds that will be used to renovate the structure.
County rehabilitation funds will be used to move and rehabilitate the 1119 structure.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this agenda item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND
ENVIRONMENTAL POLICIES
The fair treatment and meaningful involvement of people of all races, cultures, incomes
and educational levels with respect to the development and enforcement of
environmental laws, regulations, policies, and decisions. Fair treatment means that no
group of people should bear a disproportionate share of the negative environmental
consequences resulting from industrial, governmental and commercial operations or
policies.
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board approve the Resolution
designating the houses located at 1119 and 1203 Highway 70-A, Hillsborough, North Carolina
for use as affordable housing and conveyance of these properties to non-profit agencies.

ORANGE COUNTY BOARD OF COMMISSIONERS
RESOLUTION AUTHORIZING THE COUNTY MANAGER TO DISPOSE OF COUNTY-
OWNED PROPERTY BY PRIVATE SALE OR OTHER MEANS FOR TO PROVIDE
AFFORDABLE HOUSING TO PERSONS OF LOW OR MODERATE INCOME
WHEREAS, the Orange County Board of Commissioners ("Board") is committed to developing
safe, convenient, accessible and efficient affordable housing for low and moderate income households;
and
WHEREAS, North Carolina General Statute § 153A-378 provides in part that the County may
convey property owned by Orange County by private sale to any public or private entity that provides
affordable housing to persons of low or moderate income under and terms and conditions that the Board
may determine; and
WHEREAS, Orange County owns properties located at 1119 and 1203 Highway 70-A in
Hillsborough,North Carolina which contain houses; and
WHEREAS, Orange County does not have use for the houses located on those properties which
are suitable for affordable housing for persons of low to moderate income; and
Whereas, Orange County wishes to convey the houses on these properties to non-profit agencies
that have as their mission providing affordable housing to low or moderate income persons.
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners
that the following procedures and standards for affordable housing are hereby adopted and shall be
followed:
1. That the County Manager is hereby authorized, subject to legal review and approval by the
County Attorney, to execute the necessary documents to convey the houses on the above
described property either by negotiated sale or lease to a private of public entity for the
development of affordable housing for persons with low to moderate income for the price of
one dollar($1.00).
2. That property conveyed for affordable housing be used as affordable housing within one year
under procedures, standards and conditions established by the County, including the
condition that the property be sold or leased to persons of low or moderate income.
3. That as part of any such conveyance provided in paragraph 2 above, covenants or conditions
be attached to the property to assure the property will be developed by the entity for sale or
lease to persons of low or moderate income.
